Hit the road (to the postbox) Jack!

Welcome to this week's update from the LGA Liberal Democrat Group. It's been an exciting week internationally in politics. I don’t know about you, but it was so uplifting to see thoughtful and intelligent voices return to the White House.

But the big lesson I have taken from this is the importance of the postal vote, crucial for getting Joe Biden into power. How often have you been asking your supporters to register for one? Here's how to apply for a postal vote and some postal vote artwork.

And, of course, the good work in our councils continue. In today’s email, we have plenty of good examples from Liberal Democrat council groups across the country and other helpful information. Don’t forget, here is the party’s latest advice on campaigning.

Council Motion: Stand up for Carers

Last month, party leader Ed Davey launched our campaign to 'Stand Up' for the millions of people across the UK who care for relatives and loved ones. 

The Liberal Democrats are calling for the Carer's Allowance to be increased by £1,000 a year, to give unpaid carers the support they need in these difficult times.

… A massive congratulations to those who took part in our first Lib Dem mara-phone. Six hundred and sixty two volunteers across the country made 21,052 calls over the weekend.

Councils can have access to shielding list

Previously it has not been permissible to use the NHS Shielding Patient List to contact individuals who may be concerned about attending polling stations in May 2021 due to their clinical vulnerability. However, it has now been agreed that the Shielding Patient List can now be used by councils for targeted communications to clinically extremely vulnerable people about voting options for the May 2021 elections. Guidance for local authorities on the shielded patient list is available through NHS Digital.

Housing Delivery Test 2020

MHCLG has published its Housing Delivery Test 2020 measurement.This is the annual measurement of housing delivery in relevant plan-making authorities; the result of which can result in a number of consequences for councils, including the presumption in favour of development. The numbers of 'homes required' within the 2019/20 year has been reduced by a month, to reflect the disruption to local authority planning services and the construction sector, as a result of COVID-19.

The LGA continues to make the case that the Housing Delivery Test fails to take into account the complexity and unique needs of local areas, as well as failing to recognise that councils have few powers to ensure build-out, once planning permission is granted. We continue to call for the 'presumption in favour' sanctions to be scrapped, as they leave councils and their communities exposed to speculative planning applications for developments outside of the Local Plan. This results in homes that do not meet local needs, in places where they are not needed.
