Community Cohesion and Integration: new LGA Research report now available

There has been a renewed focus on building cohesive communities since the publication of the Casey Review in 2016. The Government’s response, in the form of the Integrated Communities Strategy green paper and action plan, cover a range of themes that can be explored through data. The new LGA LG Inform report, compiled with Ministry of Housing, Communities and Local Government (MHCLG), brings together many of these themes in a single benchmarking report. It is intended as a tool to support councils, alongside attitudinal data collected by councils, in measuring community cohesion and integration in their differing community contexts. A key feature of the report is the ability to compare one’s own profile to The Chartered Institute of Public Finance and Accountancy (CIPFA)’s Nearest Neighbours.


Gender pay gap

LGA analysis shows that the 2019 mean gender pay gap in local government is 6.1 per cent, the median is 4.0 per cent. How does this compare with your local authority? LGA have updated LG Inform’s gender pay gap report so that you can effectively benchmark your authority against a comparison group of your choice. It also has some comparative data so you can see how your council gender pay gap has changed since last year.


Workforce benchmarking

Due to demands for more contemporaneous HR data, LGA are starting a quarterly workforce benchmarking club, and will collect data on five core issues: sickness, turnover and vacancy rates, top five per cent earners and training budgets. The club will launch in July, collecting data for April to June 2019, there will also be an opportunity to upload data for 2018/19. Powers & Duties and Records retention review: the results are in!

The LGA annual review of legislation, performed with the help of Kent County Council’s legal team, is now complete and we’ve updated the legal Powers & Duties of local authorities and requirements for Records Retention to take account of changes over the last year. Key new Acts of Parliament which came into force or were changed during 2018 were the Children's Social Work Act 2017, the Digital Economy Act 2017 and the Housing and Planning Act 2016. In summary, 36 new powers or duties have been added (21 duties and 15 powers) and there are 27 new record types resulting from the review​​​​​. Subscribed authorities can view and download the details of powers & duties and record types with retention/destruction guidance and can now update their Record of Processing Activity (RoPA) to comply with GDPR with all record types containing personal or special data from LGA schedules. New interactive Local Authority Musculoskeletal Health (MSK) report available on LG Inform

Versus Arthritis and Public Health England (PHE) have joined together to produce a Musculoskeletal Health Bulletin on the LGA LG Inform platform. The report is designed to support health and wellbeing boards and their partners in understanding the local needs and service provisions for people with MSK conditions.

The report presents a collation of existing indicators available on LG Inform relevant to MSK health. This includes modelled prevalence estimates for osteoarthritis, back pain, and rheumatoid arthritis from the Versus Arthritis Musculoskeletal Calculator and key risk factor indicators from Public Health England, Sport England, Ministry of Housing, Communities & Local Government (MHCLG), and NHS Digital. Users can select a local authority area and see how they compare to similar areas as identified by CIPFA (Chartered Institute of Public Finance and Accountancy).

Statement of SEN and EHC plans England – 2018

The proportion of new Education, Health and Care (EHC) Plans issued within 20 weeks, including exceptions in England in 2018 was 58.0 per cent, this has reduced from 61.3 per cent in 2017.

National Insurance Number registrations – 2018/19

In 2018/19 the total number of registrations issued to adult overseas nationals entering the UK was 576,450.  The National Insurance Number (NINo) registrations of overseas nationals show the number of migrants who register for a NINo during the year. While this data is a good measure of inflows of migrant workers from outside the UK. It does not measure outflows of the same people.

The health effects of Sure Start

This report from the Institute for Fiscal Studies (IFS) uses administrative data to explore the health impacts of the Sure Start programme between its inception in 1999 and its peak in the late 2000s. The report concludes that the programme had a significant impact in reducing hospitalisations among children up to the end of primary school, with the most marked effects occurring amongst those living in disadvantaged areas.
