Dear colleagues,

Our recent Induction and Leadership Essentials programmes have been supporting health and wellbeing board (HWB) and clinical commissioning group (CCG) chairs, as well as leading members in health and wellbeing throughout the country.

Key themes emerging from these HWB leadership discussions include how to ensure both political and clinical leadership continuity despite instabilities in the system; how to drive transformation; clarifying our purpose as strategic system leaders; redefining the role of the HWB in the evolving health landscape; making HWBs as effective as possible; an appetite for working across wider footprints such as sustainability and transformation partnerships (STPs); and how to maintain leadership conversations between the NHS and councils.

Cementing the relationships between political and clinical leaders has never been more necessary and we have developed a programme that goes back to basics: working with elected members and the NHS to renew and strengthen relationships as we move forward in this new and complex landscape.

Learning from the CQC Local System Reviews

The LGA, in partnership with the Association of Directors of Adult Social Care (ADASS), has organised four events to share learning from the Care Quality Commission (CQC) Local System reviews. These events aim to explore how the same methodology could be applied through a sector led improvement lens and will take place in London, Manchester, Newcastle and Bristol in September and October. Design in the public sector: Applications now open

Design in the public sector supports teams of decision-makers actively involved in the delivery of public health services with a focus on prevention. The programme is fully funded by the LGA and local authorities across the country are invited to apply by 21 September. Find how to apply.


Whole systems obesity programme – sharing draft guide before final publication

In spring 2019, PHE will publish a guide and supporting resources to help local authorities (LAs) with the process of setting up a whole systems approach to tackling obesity. The guide and resources are being co-developed and tested by 11 pilot LAs and PHE is inviting expressions of interest from other LAs to review the draft guide and resources. In September 2018, PHE and Leeds Beckett University will take interested LAs through the draft guide at regional obesity network meetings or webinars. They will subsequently receive the draft guide and be asked to provide feedback through an online survey. The deadline for expressions of interest is 25 July 2018. Refreshing TCP financial plans for 2018/19

NHS England (NHSE) and partners are asking all commissioners of services for people with a learning disability or autism spectrum disorder to refresh their financial plans. Download the guidance for commissioners.


Armed Forces Covenant: e-learning modules

Warwickshire County Council has launched two new e-learning modules on the Armed Forces Covenant. One is aimed at serving members of the Armed Forces and the other at families of serving members of the Armed Forces.

Social Care Digital Innovation Programme

The LGA, in collaboration with NHS Digital, is grant funding 12 councils to support digital innovation in social care. The projects are starting with a discovery phase which will focus on understanding user needs and finding digital solutions to the problems they are seeking to address. Find out more about the 12 shortlisted councils.


The new Data Security and Protection Toolkit: Information for Social Care Providers

Councils that have access to NHS Digital systems and data are required to complete the new Data Security and Protection Toolkit which has replaced the IG Toolkit. Two webinars for councils are being held on 19 and 25 July. Register hereIn addition, all care providers contracted by the NHS are required to complete the toolkit and other care providers are encouraged to complete a tailored version of the toolkit. This will enable access to care providers to benefit from NHSmail and other systems. Councils are encouraged to liaise with providers in their area to raise awareness. NHS Digital funding awarded to projects that help ease delayed transfers of care

Dorset, Hackney, Lancashire, Wirral, Worcestershire, Hertfordshire and Rotherham have been successful in bidding for a share of £1.4m to help improve information flows between local hospitals and social care. 

Tools and data

Knowledge Hub, LG Inform and LG Inform Plus

Through the Knowledge Hub (KHub), this bulletin, and the blog of data specialist Philippa Lynch we will provide updates and links to new information available. Using LG Inform and LG Inform Plus the LGA will provide reports and easy access to information across a range of health and wellbeing themes. Reports covering health and wellbeing measures for your area are available through our interactive map. Work, worklessness and health: local infographic tool

This tool includes a slide set with regional and local level data for each county or unitary authority in England. It aims to help local stakeholders raise awareness of work, worklessness and health issues and embed them into policy planning.

Healthy weight, healthy futures

Childhood obesity is one of the biggest health challenges of the 21st century. At the start of primary school one in 10 children are obese and by the end, that has increased to one in five. The LGA will be holding a related event on 26 September.


Public health approaches to reducing family violence

It is only by pursuing a strategic, coordinated approach involving a range of agencies, including partnerships between statutory and voluntary organisations, that violent crime can be effectively addressed.


Beyond barriers: how older people move through health and social care in England

The Care Quality Commission has completed a review of local health and social care systems in 20 local authority areas and published a report for each area in this programme.


Loneliness: how do you know your council is actively tackling loneliness?

The Jo Cox Commission report makes recommendations for local action, and indicates that local leaders in councils, the wider public sector and business have a critical role in tackling loneliness.


Mental health: how do you know your council is doing all it can to improve mental health

Local government makes a vital contribution to promoting good mental health in individuals and communities.


Dementia: assessment, management and support for people living with dementia and their carers

This NICE guideline covers diagnosing and managing dementia (including Alzheimer’s disease). It aims to improve care by making recommendations on training staff and helping carers to support people living with dementia.


After a diagnosis of dementia

The Department of Health and Social Care has published a guide to the support people should get from local services in England if they or someone they know have been diagnosed with dementia.


Dementia-friendly rural communities guide

The Alzheimer’s Society has published a  new guide to help all types of rural communities increase awareness of dementia and become more dementia-friendly.


Homes that help: A personal and professional perspective on home adaptations

The Centre for Ageing has published the findings of a primary research project exploring the lived experiences of individuals who use home adaptations, and practitioners who work alongside them.
