Health, adult social care and ageing bulletin


Dear colleagues,

The last fortnight has been a real game of two halves. On 16 November the Government announced its intention to publish a green paper on proposals to reform care and support for older people “by summer recess 2018”. They also announced a new period of engagement and consultation to inform the Green Paper and a parallel programme of work to consider the care and support needs of working age adults. 

The LGA will be engaging actively with Government on these vital agendas to ensure the voice of councils is heard loud and clear in the development of future proposals. So, signs of progress in resolving the long-term sustainability of adult social care. 

This contrasts markedly to progress in tackling immediate pressures. The Autumn Budget on 22 November was silent on adult social care, although the Chancellor did announce an additional £6.3 billion for the NHS, including £2.8 billion of resource funding. This was hugely disappointing and the many consequences of underfunding will now continue. Although Christmas is just a month away there’ll be no let-up in our efforts to keep the immediate funding of social care on the Government’s and media’s radar.

Green Paper on adult social care

The Government has announced its intention to publish a Green Paper on reform of care and support for older people. The Government has also announced a new period of consultation and engagement with relevant stakeholders to inform the Green Paper. The scope is explicitly focused on older people rather than all recipients of social care, but will cover the role of carers and has a potentially wide scope. Separately, the Government has confirmed it will also run a parallel programme of work to consider the needs of working age adults. Within the Green paper, our understanding is that the 'cap on care costs' will now not proceed in April 2020 as previously planned (following the previous Government's delay to this part of the Care Act back in 2015) but we understand that the care cap will remain in scope for discussions during the pre-green paper consultation period.  


2017 Autumn Budget

The Budget made no reference to adult social care but did provide an additional £6.3 billion for the NHS; £3.5 billion of capital investment and £2.8 billion of resource funding. In its media and policy response on the day of the Budget, the LGA expressed its extreme disappointment that the adult social care funding gap was not addressed. The LGA argued that continuing to treat the symptoms of system pressures, rather than their causes, is the wrong approach. Further, the LGA was clear that unaddressed pressures will continue to have significant consequences for people who use services and their carers, the provider market and the sustainability of the NHS.

LGA response to Government's consultation on supported housing

The proposed changes to how supported housing is funded will have significant implications for councils’ housing, health and social care roles, and how we work with partners to support vulnerable people. On 4 December 2017, we will be holding an event at 18 Smith Square to help inform the LGA’s response to the Government’s consultation on Supported Housing.

Managing delayed transfers of care frequently asked questions

Delayed transfers of care, sometimes inaccurately referred to as ‘bed-blocking’, occur when a patient is ready to leave hospital but is still occupying a hospital bed. The LGA is continuing to work with councils and the sector to identify the challenges and barriers and work towards positive solutions that maintain a focus on the people that use the services.

Intensified preparations include providing free flu vaccines for hundreds of thousands of care home staff at a cost of up to £10m, as well as increasing the number of jabs for young children in schools and vulnerable people:

Lords discuss the human rights and comprehensive care of older people

On Thursday Peers debated the human rights of older people and their comprehensive care. We briefed speakers ahead of the debate. Baroness Thornton (Labour) made reference to the LGA’s work on the chronic underfunding of councils and cited a number of statistics that we provided in our briefing. Responding, the Parliamentary Under-Secretary of State, Lord Shaughnessy (Conservative) reiterated the Government’s commitment to publish a Green Paper on social reform by summer next year covering social care funding, continuity of care, the role of housing and interactions with other public services. The Minister also re-confirmed that the additional £2 billion in funding over the next three years to support social care was aimed at reducing delayed transfer of care.

Making safeguarding personal – resources for local partners

Making Safeguarding Personal (MSP) is a sector led initiative which aims to develop an outcomes focus to safeguarding adults. Newly published guides focus on promoting the development of the MSP approach in a range of organisations including the police, advocacy and Safeguarding Adults Boards, as part of a range of existing resources to support adult safeguarding.


Room to improve: the role of home adaptations in improving later life

The Centre for Ageing Better report finds that making small changes to older people's homes, such as installing handrails, ramps and level-access shower, alongside carrying out simple repairs, could play a significant role in relieving pressure on the NHS and social care and reduce costs by millions of pounds each year.

Raising concerns and making complaints about health, social care or education

NHS England is carrying out a survey for children, young people and adults with a learning disability, autism or both, their families and paid carers to add to what have it has learned at events and meetings about people’s experiences of raising concerns and making complaints. Your feedback will help with a new project about raising concerns and making complaints called Ask Listen Do. The survey ends on 12 January 2018.
