We are pleased to share with you some of our work undertaken in July & August by our Enforcement Officers and Street Cleansing Teams.
Cleansing Teams Descend onto the Streets of Harehills
Our Street Cleansing teams tackle the litter and waste issues in Harehills on a daily basis. Armed with litter pickers and enthusiasm, the operatives make a real difference to the community. See below for some of the streets recently cleansed:

The teams proactively remove tonnes of fly tipped waste from the streets on a daily basis. Each deposit is investigated for evidence before removal and the evidence is passed to our Enforcement team for investigation. Here are some examples:

Waste in garden raises a number of issues; waste is not only unsightly, but may produce a foul smell and offers a food source and harbourage for vermin and other pests. Some waste may even be hazardous or stored dangerously.

Enforcement officers and Street Wardens attended a Breeze event in Harehills Park last month. The team were able to engage with large number of residents and share knowledge an experience.
The Street Cleansing Operatives, Street Wardens and Enforcement Officers investigated and cleared a number of fly tips from Cross Roseville Road. Officers have now commenced legal action against those responsible for poor management of domestic and commercial waste.

Enforcement officers follow a legal process when addressing waste crimes and environmental issues. Every case is different and actions are taken based on the merits of each case. Should a person whom is responsible for a nuisance or a crime choose not to comply with a Notice without reasonable excuse, an officer has the power to issue an FPN to offer that person the opportunity to take accountability for the misconduct. In July & August, the following FPNs have been issued:
- 22 x £75 fines for breaches of the Public Space Protection Order
- 3 x £100 fines for failing to remove waste in garden
- 3 x £200 fines for failing to fulfil duty of care over domestic waste
- 2 x £100 fines for littering offences
- 1 x £100 fine for failing to control commercial waste
- 1 x £300 fine for failing to produce legitimate waste disposal documentation
The director of a company on Roundhay Road/Elford Grove was found guilty of committing multiple offences under Section 33 and Section 34 of the Environmental Protection Act 1990 and was fined over £5000.
On several occasions, waste produced from the operations of the food business establishment was found beyond the control of the business.
 Six cases were successful for charges brought against residents for breaching the Public Space Protection Order. Each defendant was found guilty and ordered to pay over £440 (each) in fines and costs.
