Phase 1 Works Substantially Complete
Since our last update our contractors, BAM Nuttall, have completed the work required to reopen the private access track and start the relocation of the site boundary to begin work on Phase 2 to the north side of the old cattle market ground.
A large proportion of the construction work for the embankment on Phase 1 is now complete. The photograph shows the final height of the embankment which will be landscaped with grass seed later this year.

As part of the scheme a concrete protection slab had to be constructed to increase the longevity of existing underground culverts. However, once excavation work started, some additional design work was required due to unexpected ground conditions.
Our design partner, Mott MacDonald, swiftly produced a new design solution for this location and the new Omnia Bridge Deck planks were installed to replace the existing culvert roof and to support the protection slab. These then allowed sufficient depth to construct the road to highway standards as well as providing the culvert protection required.
Unfortunately, the additional design work required, and sourcing of materials has added a slight delay to our construction phase programme. Initial expected completion was September with landscapers returning in November to complete the tree planting. Expected completion of the construction phase of the scheme is now November and will lead straight on to the landscaping phase of the scheme.

Phase 2
Over the coming weeks we will be carrying out some additional drainage work to Kell beck and completing the construction of the public right of way to its new permanent alignment. Once the drainage work is complete, members of the public will be able to access the public right of way. This will be clearly signposted on site.
Sheet Piling
During the next month we will begin to install the remaining sheet piles between the Phase 1 embankment and Newall Mount. The sheet piles form an underground steel barrier to prevent water seepage under the embankment during a flood event. While this work is taking place, residents may experience some additional noise, however our contractors will do their very best to keep this to a minimum. Where there is piling close to buildings, a piling technique that has no vibrations will be used. Directly impacted residents will be contacted in due course with confirmation of dates.
Other works in Phase 2 include, completion of the embankment over the new line of sheet piles and the diverting of Kell Beck into its new permanent channel.

School Engagement
Ahead of the upcoming summer holidays our Site Agent, Dan Nicholls, gave a virtual presentation to local primary school students on the importance of safety on construction sites. The presentation was well received, and we hope to work with some of the students on their Rivers topic next term.
Dan has also conducted virtual mock interviews with Year 10 students in Leeds, helping the students to prepare for future recruitment processes.

Kit Gilham, New Engineering Contracts Supervisor, WSP
Kit’s role on site as NEC supervisor means that he ensures the works are being built as specified on behalf of Leeds City Council. This role also ensures work is being undertaken safely and follows the method statements and risk assessments for each activity. WSP have played an instrumental role throughout the scheme, from the feasibility study, modelling, and outline design, through to now with Kit’s on-site support.

Martin Williamson, Design Project Manager, Mott MacDonald
Martin is the Design Project Manager for the Otley FAS and has vast experience in flood risk and drainage improvement schemes. He has co-ordinated the scheme design from preliminary through to detailed design and managed changes during construction to find suitable solutions that minimise impacts to the programme and construction costs.

Leeds’ Local Plan Update: Have Your Say
Leeds City Council has begun consulting on its draft Local Plan Update, which will set out the authority’s approach to planning policy and new development across the district over the next decade and beyond.
The draft update is titled ‘Your Neighbourhood, Your City, Your Planet’. Although it is not intended to deal with all planning issues, it will focus on ways we can shape planning policy to reduce our city’s impact on the environment and help achieve net zero carbon emissions by 2030.
It is based around five topic areas including flood risk, carbon reduction, green infrastructure, place-making and sustainable infrastructure.
