We are pleased to share with you some of our work undertaken in June by our Enforcement Officers and Street Cleansing Teams.
Street Cleansing Team Turn the Streets Around
Throughout June, our Street Cleansing Teams have worked hard to deep clean and restore the streets of Harehills back to a clean and sparkling state. Every day the teams hit the ground running armed with litter pickers and bags to keep the main channels free of litter and waste.
The benefits of enforcement of the Public Space Protection Order (PSPO) speak for themselves; our team are able to access the back streets and thoroughly cleanse the area, helping to make Harehills a cleaner place to live and work.

Our PSPO officer noticed that an alley gate on Back Seaforth Place had been severely damaged. They ensured that the gate was removed by the right team and plans are in place to repair and replace the alley gate as necessary.
Our enforcement team tackle waste in garden issues as swiftly as possible. Please see below some great results following enforcement action.
A garden on Ashton Mount was filled with waste...
...but was soon cleared!
 A build up of litter and other waste was removed from the side of a property near Broughton Terrace.
An alcove leading to the basement of a property on the Dorset Estate was so full of waste that the access steps could not be seen. The person responsible has now paid a £100 fine for failing to comply with a legal Notice and has since removed all waste.
The yard of a property on Ellers Road has now been cleared of waste.

Enforcement officers follow a legal process when addressing waste crimes and environmental issues. Every case is different and actions are taken based on the merits of each case. Should a person whom is responsible for a nuisance or a crime choose not to comply with a Notice without reasonable excuse, an officer has the power to issue an FPN to offer that person the opportunity to take accountability for the misconduct. In June, the following FPNs have been issued:
- 12 x £75 fines for breaches of the PSPO
- 3 x £200 fines for failing to manage and dispose of household waste correctly
- 1 x £100 fine for a littering offence (now paid)
- 1 x £300 fine for a fly tipping offence (now paid)
- 1 x £100 fine to a business for failing to manage and contain waste correctly
- 1 x £100 fine to a person for failing to remove waste from their garden
As the Courts have started to hear our cases following the lockdown, we are receiving some brilliant results.
- This month13 cases have been presented before Court for breaches of the PSPO and all 13 have been found guilty. The largest total fine given was £1280 - the initial fine offered for breaching the PSPO is £75. A further 12 cases have been submitted to our legal team.
- A business owner of a grocery shop on Harehills Lane failed to put reasonable measures in place to contain and dispose of the commercial waste. The defendant was found guilty of 5 offences committed pursuant to sections 33 & 34 of the Environmental Protection Act 1990 (EPA) and was fined a total of £4078. Details of the legislation used can be found here.
- A mobile phone shop on Harehills Road could not account for how the commercial waste had been disposed of since opening. The owner was found guilty for committing one offence pursuant to section 34 of the EPA and was fined a total of £692.
- A pawn shop on Harehills Lane failed to put in place sufficient commercial waste arrangements and as a result, the waste from this business escaped their control on a number of occasions. The owner was found guilty for four offences committed pursuant to sections 33 & 34 of the EPA and was fined a total of £3064.
The waste was found on Back Seaforth Terrace on a number of occasions and each time was removed and disposed of by Leeds City Council.
- The landlord of a flat above a shop on Harehills Lane failed to ensure that the waste removed from the property between tenancies was removed and legally disposed of. As a result, the waste was illegally depsoited on Back Ruthven View and cleared & disposed of by Leeds City Council. The landlord was found guilty of an offence under Section 34 of the EPA and fined a total of £3298.
The contents of the flat were found in multiple places on Back Ruthven View in 2019.
