Otley Flood Alleviation Scheme
Work continues at Billams Hill
Our contractors BMMjv have now been on site for three months carrying out construction work on Otley FAS. You may have noticed some significant progress to the work that has been carried out.
Since our last update, Phase 1 of the sheet piling has now been completed. These sheet piles have been driven into the ground along the alignment of the new embankment to create a steel barrier which prevents water seepage under the embankment during a flood event.

A temporary dam has also been installed in the River Wharfe adjacent to the work site. This dam will facilitate access for our team to start construction work on the new Kellbeck Outfall into the River Wharfe. This photograph shows members of the team constructing the dam. Following installation of the dam, our ecology team safely relocated fish from the dammed area back into the main flow of the River Wharfe.
We have also installed the precast concrete units that were shown in our last update.
These units have been installed to allow Kell Beck to flow under the access track to Otley Sailing Club. The new alignment of Kell Beck will result in the river being ‘daylighted’. This is the process of removing obstructions (such as concrete or pavement) which are covering a river and restoring them to their previous condition. The daylighting of Kell Beck will have a positive effect on local biodiversity; establishing new habitat and corridors for wildlife movement and the improving water quality by exposing water to air, sunlight, vegetation, and soil.
Otley Sailing Club Access Track
Over the coming weeks we shall be continuing with the construction of the new access track to Otley Sailing Club.
Once the work to the access track has been completed, we can begin mobilising for Phase 2 of the piling, which will involve relocation of the footpath diversion. Once we have a firm date for this relocation, we shall inform residents via this Newsletter as well as on our site notice board located on Billams Hill and via localised diversion signage.
Unfortunately, the temporary lane narrowing on Billams Hill will need to remain in place for slightly longer than first anticipated. We shall update residents when this is due to be removed.
Embankment
We will also be continuing with the construction of the new embankment over the sheet piles. The embankment will be constructed by creating an earth bund and covered with grass seed to blend in with the surrounding environment.

We apologise for disruption local residents may have experienced on Thursday 10 June. Unfortunately, we had to accept an early morning delivery of large plant due to instructions from the Abnormal Loads Officer. We had not been made aware of the delivery until the previous evening which did not give us sufficient time to inform residents in advance. We can assure you that measures are now in place to ensure we are able to inform residents prior to any out of hours deliveries.
On Wednesday 23 June, we are required to remove some large plant from site. Due to the size of the vehicle required, we have been instructed to carry out this movement prior to 6:30am. We will aim to keep disruption to a minimum.

Volunteering / Meet the Team
On Thursday 27 May, two members of our team volunteered at Wharfedale General Hospital. Assisting Otley in Bloom with a planting project to improve the hospital’s community garden space.
We thought we would take this opportunity to introduce you to these team members and the important roles they play in the delivery of the scheme.
Joe Rodgers, Site Engineer, Bam Nuttall
Joe’s role on site is to assist with the setting out, surveying and health & safety aspects on site. This means interpreting the designer’s drawings to be able to mark out the exact locations of where all elements of the scheme need to be constructed. Joe also works with the Foreman and other members of the team to ensure that work is carried out safely, by writing risk assessments and permits and briefing these to the site team.
Dave Cooper, General Operative, Bam Nuttall
Dave’s role on site is to carry out manual tasks associated with the construction of elements of the scheme. This includes but is not limited to; groundwork preparations, building temporary formwork for pouring concrete, installation of the pre-cast units, laying and compacting the materials that form the embankment.
