Harehills Ward Update - January 2021

Welcome to the first update of 2021! This edition covers some of the fantastic work that has taken place in January by our Cleansing and Enforcement Teams alike.

Calling all witnesses...

In the evening of Thursday 28th January 2021, a significant amount of tyres were illegally deposited on Back Cowper Grove, Harehills. Photographs were taken by a resident whom alerted our team immediately. This offence has not occurred in isolation, and the same resident reported tyres being dumped in this location on 12th January 2021. If you have witnessed either of these events or have information that may be able to support our investigation, please contact us directly (info below).

Post Christmas Clean up 

Our Street Cleansing Team worked hard to clear up the streets of Harehills following the Christmas period. If you find you have an excess of waste that you need to dispose of, please make sure you do it the right way! As a Leeds resident you are able to access our Household Waste & Recycling Centres (HWRCs) and dispose of the majority of items for free. Due to COVID-19, you do need to book a slot first in order to visit. Further information about waste disposal and HWRCs can be found here. The few items that are chargeable include tyres, rubble/soil, asbestos, ceramics & plasterboard. More information about these charges can be found here.

If you cannot access one of our HWRC's, please consider other options for responsibly disposing of your excess waste by clicking here.

Court Updates

We have started to receive some brilliant results through from the Courts from cases put forward by the Enforcement Team. Full details of these results will be shared once an official press release has been made. In the coming two weeks 4 cases will be heard by the Magistrates against businesses in Harehills in respect to poor waste management and illegal waste disposal. Four individuals will also appear in front of the Magistrates in relation to fly tipping offences in the Harehills area.

Waste in Garden Issues

Enforcement officers in Harehills continue to improve the aesthetics of the local amenity by taking relevant action against those responsible for storing excess waste and unwanted items in gardens. Storing bags of refuse in gardens and yards will attract vermin & pests and increase the risk of causing an infestation. Soft furnishings such as carpets and bedding and other pieces of furniture provide nesting materials and homes for pests too!

This garden was being used for recreational burning and had items of food waste thrown on the floor. Following enforcement action, the garden has been cleared and tenants warned.

This property on Hares Terrace had a large accumulation of waste and vegetation overhanging the public footpath. Following enforcement action, both issues were resolved.


Commercial Waste Issues

A business on Harehills Lane had been linked to two illegal deposits of waste found on Back Hovingham Terrace and Back Dorset Mount. Following a series of questions sent under caution, a representative of the business took responsibility for allowing the waste to escape the control of the business and was subsequently issued with a £300 fine. This fine was paid on the same day.

Obstruction of Back Streets

We have noticed that on a number of occasions residents are backing their vehicles on the back streets which is preventing our refuse team accessing the streets to empty the bins. If we are unable to collect household waste when scheduled it causes a severe issue with overflowing domestic waste bins and increases the risk of an infestation of vermin. We would like to politely remind all residents that keeping the back streets clear is not only important in allowing the necessary access by emergency vehicles, but is integral in helping to keep our communities litter and waste free. 


Back Lascelles Terrace keeping clean!

Towards the end of 2020, enforcement of the Public Space Protection Order (PSPO) was launched on Back Lascelles Terrace. The order stipulates that bins may only be stored outside gardens when presented for waste collection on the scheduled day. This helps to keep the back street clean and clear and tackles issues such as side waste and prevents people disturbing waste intended for collection.
