Harehills Ward Update - October 2020

Welcome to the first update created for you; the residents of Harehills! This update will promote some of the great work undertaken by our Street Cleansing & Enforcement Teams alike. 

Meet the Team


Street Cleansing Operatives - Front line staff out every day litter picking, clearing fly tips, emptying public litter bins, sweeping public footpaths & roads. Our operatives refer issues through to Enforcement Officers for action or further investigation.

Street Warden - Creating connections within the community, liaising with partner agencies, working with Enforcement officers & other LCC depts to educate residents & improve the area.

Enforcement Officers - Investigate waste crimes, take enforcement action against those responsible for issues causing nuisance, a hazard to public health or a threat to the environment. This includes (but is not limited to); fly tipped waste, waste in garden, drainage issues, overgrown vegetation, domestic waste issues, commercial waste issues, enforcement of the PSPO, infestations, littering, damage to the highway and abandoned vehicles.

Bonfire Night 2020

Concerns have been raised by many in regards to Bonfire Night 2020 following the incidents last year. Our Street Warden & Cleansing team are working hard daily to identify & clear accumulations of waste. 

All businesses on Harehills Lane, Harehills Road & Roundhay Road have been issued with legal correspondence ordering that bins are emptied and secured before 5th November. Patrols will be completed on the nights running up to Bonfire Night.

Enforcement action against waste in garden issues has been bumped to priority standing. The whole team has worked together this week to letter drop information to local residents.

Roseville Road Gets a Makeover

Cleansing & Enforcement work together to tackle issues in waste hotspot...

Cross Roseville Road suffers from severe domestic & commercial waste issues, vermin &  ASB. The Cleaner Neighbourhoods Team attended and removed all excess waste, replaced domestic waste bins and cut back the overgrown vegetation.

Legal Results

A litterbug was issued a £100 fine for illegally discarding a cigarette butt. Failure to pay the fine meant the case went to court and the offender had to pay a whopping £918! If you smoke, stub it & bin it! Great result for our team.

Due to COVID-19, many of the cases for prosecution submitted by our team are currently on hold. Such cases include breaches of the PSPO, illegal scrap metal collection, illegal waste carriers, fly tipping offences & commercial waste issues. We are eager to share the results of these once heard. 


Fly Tipping Investigations Ongoing

A resident has been issued a £300 fine for failure to dispose of their hedge trimmings correctly. The resident was advised to remove the waste from the highway but failed to do so. If the resident chooses not to pay the fine the case will be heard in court and the fine may be far greater than the cost of a run to the tip!

A local resident has provided CCTV footage of a fly tipping offence committed on Shepherds Lane at the end of last week. Thanks to this footage, an officer has been able begin enquiries.

Another Bin Yard gets Blitzed

Our Enforcement officers and Street Cleansing team work closely together on a daily basis to investigate leads, find evidence and clear waste from illegal deposits of waste such as this one.
