The special manager panel is set up to provide the official receiver with a panel of firms with deep insolvency expertise who can be appointed as special managers under s177 of the Insolvency Act in highly complex or resource intensive compulsory liquidations. The Official Receiver is seeking applications from firms who can offer market-leading insolvency expertise and services to support him in the most complex and challenging compulsory liquidations at short notice.
These are uncertain times, and we do not know how many cases requiring special manager assistance the Official Receiver may receive. We therefore want to manage expectations and ensure that only those organisations capable of taking the largest appointments at short notice are on the special manager panel.
Firms wishing to apply must be able to meet and evidence eligibility criteria, including the ability to mobilise 75+ corporate insolvency staff across multiple UK sites with little notice, and have prior experience of working with Government on insolvency/restructuring. The tender process will be run through In-Tend, the Insolvency Service’s chosen eTendering portal. Many firms will have signed up to this portal to apply for other public sector work, so we would encourage you to check with colleagues for login details that your firm may already have. However, if you have not used the portal before, you can register as a New User. Once registered, you will need to notify the NIC Team, requesting access to the opportunity.
The intended release date for the special manager panel application process is 7 October 2024. Once launched, the opportunity should be visible on the ‘Your Opportunities’ section and you should be alerted to it via email if you have signed up to email notifications. The deadline for applications is planned to close on 31 October 2024.
Once the process starts and you have expressed an interest in the opportunity, you will be able to access the panel selection document, raise any clarification questions and submit your application via the portal. All correspondence directly relating to this opportunity must be sent via the portal for audit purposes.
