This ebulletin contains information on regulating biocides in Great Britain (GB).

New GB active substance non-approval decisions

Biocidal products must be phased off the GB market.

Following withdrawal of support under the GB Biocidal Products Regulation (GB BPR), a decision has been taken not to approve the following active substances in GB. This decision will come into effect on 1 April 2026:

  • 2,2-dibromo-2-cyanoacetamide (DBNPA) (CAS 10222-01-2 EC 233-539-7) in product type 2
  • active bromine generated from bromine chloride (CAS N/A EC N/A) in product type 11
  • active bromine generated from hypobromous acid and urea and bromourea (CAS N/A EC N/A) in product types 11 and 12
  • active bromine generated from sodium bromide and calcium hypochlorite (CAS N/A EC N/A) in product type 2
  • active bromine generated from sodium bromide and chlorine (CAS N/A EC N/A) in product type 2
  • active bromine generated from sodium bromide and sodium hypochlorite (CAS N/A EC N/A) in product type 2
  • active bromine generated from sodium bromide by electrolysis (CAS N/A EC N/A) in product type 2
  • active bromine generated from sodium hypobromite and N-bromosulfamate and sulfamic acid (CAS N/A EC N/A) in product type 11
  • Chrysanthemum cinerariaefolium, extract from open and mature flowers of Tanacetum cinerariifolium obtained with hydrocarbon solvents (redefined from pyrethrins and pyrethroids and Chrysanthemum cinerariaefolium, ext.) (CAS 89997-63-7 EC 289-699-3) in product types 18 and 19
  • monolinuron (CAS 1746-81-2 EC 217-129-5) in product type 2
  • peanut butter (CAS N/A EC N/A) in product type 19
  • reaction products of 5,5-dimethylhydantoin, 5-ethyl-5-methylhydantoin with bromine and chlorine (DCDMH) (CAS N/A EC N/A) in product type 11
  • reaction products of 5,5-dimethylhydantoin, 5-ethyl-5-methylhydantoin with chlorine (DCEMH) (CAS 89415- 87-2 EC 401-570- 7) in product type 11
  • silver nitrate (CAS 7761-88-8 EC 231-853-9) in product type 1

Biocidal products containing these active substances in the relevant product types can no longer be:

  • supplied in GB after 1 April 2027
  • used in GB after 1 October 2027

You must manage your stocks of the affected products to ensure they are removed from the GB supply chain by 1 April 2027.

New treated articles containing these active substances in the relevant product types cannot enter the supply chain or be imported into GB after 28 September 2026. Treated articles that have entered GB supply chains before this date can continue to be supplied and used.

Any affected GB product approvals under the Control of Pesticides Regulations (COPR) will be revoked in line with the above dates.

Stakeholders should note that biocides are in scope of the Sanitary and Phytosanitary (SPS) Agreement currently being negotiated between the UK and the EU. Once negotiations on the SPS Agreement have concluded, HSE will communicate further on any implications the Agreement has for the sector.
