2025 GB physical, chemical and technical properties guidance

Updated guidance on the requirements for physical, chemical and technical properties of PPPs in GB will be adopted from 1 March 2026.

In advance of its adoption, HSE has published updated guidance for the generation and evaluation of data on the physical, chemical and technical properties of PPPs under Assimilated Regulation 1107/2009.

This is available on our website and will be applicable to PPP authorisations in GB submitted from 1 March 2026. Applications submitted from 1 March 2026 must refer to the new guidance for PPP authorisations in GB but until its adoption HSE will continue to accept applications based on existing guidance.

The 2025 GB Physical, Chemical and Technical Properties Guidance replaces the previous published draft version ‘Guidance document for the generation and evaluation of data on the physical, chemical and technical properties of plant protection products under Regulation (EC) No. 1107/2009 of the EU parliament and council on placing plant protection products on the market’. 

The updated GB guidance has been considered in view of the Common Understanding reached between the UK and the EU to work towards a sanitary and phytosanitary agreement.

Until then, GB pesticide regulations and guidance continues to apply. The updated guidance brings GB closer to the EU process, with the remaining differences reflecting national concerns. This is appropriate at PPP level for a national regulator and ensures that the same, high standards continue to be met.

Before the adoption of the updated guidance, HSE carried out a survey to gather stakeholder views on the proposal.
