The UK REACH Regulation requires HSE, supported by the Environment Agency, to provide annual reports and work programmes on its activities.
HSE has published the:
- UK REACH Report, which outlines relevant activities covering the 2024 to 2025 Work Programme period
- UK REACH Work Programme, which describes operational work for 2025 to 2026

In preparing the UK REACH Work Programme, the Department for Environment Food and Rural Affairs (Defra) and the Scottish and Welsh governments (the Appropriate Authorities) work closely with HSE and the Environment Agency to prioritise issues for regulatory action under UK REACH.

In line with our obligations under Article 44 of UK REACH, HSE has published the 2025 to 2027 RAP.

Substance evaluation under UK REACH aims to clarify concerns that the manufacture and/or use of these substances could pose a risk to human health or the environment.
As part of this process HSE has worked with the Appropriate Authorities to develop and agree criteria for prioritising substances for substance evaluation.

Using these criteria alongside available sources of information detailed in the RAP, the Agency has not identified any priorities to take forward for formal substance evaluation under UK REACH in 2025. We will continue to consider the information available to us to define future priorities.
HSE has published technical reports for the following substances:
- 1,4-Dioxane
- Phenol, alkylation products (mainly in para position) with C12- rich branched or linear alkyl chains from oligomerisation, covering any individual isomers and/or combinations thereof (PDDP)
- Small brominated alkylated alcohols (SBAA)
- Dioctyltin dilaurate (DOTL) and any other stannane, dioctyl-, bis(fatty acyloxy) derivatives wherein C12 is the predominant carbon number of the fatty acyloxy moiety.
- Siloxanes (D4, D5 and D6)
- 2-Ethylhexyl 10-ethyl-4,4-dioctyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate (DOTE 9) and the reaction mass of 2-ethylhexyl 10-ethyl-4,4-dioctyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate and 2-ethylhexyl 10-ethyl-4-[[2-[(2-ethylhexyl)oxy]-2-oxoethyl]thio]-4-octyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate (DOTE and MOTE)
- Reaction products of 1,3,4- thiadiazolidine-2,5-dithione, formaldehyde and 4-heptylphenol, branched and linear [with ≥0.1% w/w 4-heptylphenol, branched and linear]
- Terphenyls, hydrogenated
- Bisphenol and bisphenol derivative developers in thermal paper
These technical reports were completed during 2024 to 2025 with support from the Environment Agency. They summarise the hazards, exposure profiles, use and risk information for substances reviewed under UK REACH.
