Building Assessment Certificates (BACs): application resources

Additional resources for Principal Accountable Persons (PAPs) who are being asked to submit an application for a BAC are now available.

As well as webinars and Q&As for PAPs at resident-managed buildings and more experienced PAPs making multiple applications, the online information covers how to make a BAC application and the assessment process.

Webinars empower hundreds of stakeholders

Our free webinars are now available on demand.

We recently hosted a series of free webinars, providing information to over 1,300 stakeholders from almost 800 organisations with crucial knowledge on the evolving landscape of Building Safety.

Sessions offered practical guidance on BAC applications, large-scale remediation, domestic client building works and the regulation of the Building Control profession.

Update: BSR charging scheme

An updated BSR charging scheme in England, with a 5% (inflationary) increase in hourly charges, became effective from 1 April 2025.

The scheme details the chargeable functions, triggers for each activity and who is liable for payment and the breakdown of costs, as defined in the Building Safety (Regulator's Charges) Regulations 2023.

It also includes annexes covering charge calculations, payment and repayment processes, as well as dispute resolution.

Regulated Professions Register: building inspector update

Regulated Building Inspectors (RBIs) has been added to the GOV.UK Regulated Professions Register (RPR).

The register is accessible to the public to help understand what entry requirements are needed for the various professions, with links to key documents and contact information for queries.

BSR started to regulate RBIs who undertake ‘Restricted Activities’ in April 2024. The addition of RBIs to the RPR is recognition of them now being part of a regulated profession.

Principal Accountable Persons: risk research

All registered Principal Accountable Persons (PAPs) should have recently received a survey from BMG Research about how risk is managed in higher-risk buildings.

The survey results will be essential in helping BSR understand a PAP’s role in risk management.

Please complete this as soon as possible. It takes 10 to 15 minutes to complete, and responses will be anonymous, unless PAPs give their permission to be identified.
