Grenfell Tower Inquiry: phase 2 report

The publication of the final report in early September was an important milestone

Our thoughts remain with the bereaved families, survivors and the Grenfell community. 

We recognise the difficult work done by the Inquiry and we are committed to improving building safety in England alongside our co-regulators, as we have done since June 2021, when HSE became a statutory consultee for fire safety for all higher-risk residential buildings. 

We want above all else for people to be safe, and feel safe, where they live and we are working closely with the government as they consider their response to the recommendations made in the report.

Understanding the golden thread

The ‘golden thread’ is the digital record of critical information about higher-risk buildings

It helps clients, principal designers and contractors, and accountable persons follow legal duties, manage risks and support decision-making throughout a building's life cycle.

This includes recently published industry guidance from the Construction Leadership Council (CLC) on requirements for higher-risk buildings.

Fire at Spectrum House, Dagenham: update

HSE’s investigation into the fire at Spectrum House in Dagenham continues 

We have launched 2 investigations into the incident. One of the investigations covers building safety in our role as the Building Safety Regulator, while the other focuses on matters under the Health and Safety at Work etc. Act 1974.  

Primacy for the investigation into the fire is with the Met Police. We continue to remain in contact with them and other relevant authorities, including the London Fire Brigade. 

HSE’s investigation will look at:

  • the cause of the fire
  • construction activity at the time of the incident
  • whether the building owner has undertaken their responsibilities
  • whether the building performed as expected

Government news

Statutory guidance for building regulation in England has been recently updated and published 

The guidance covers fire safety matters within and around buildings.

Updates to Approved Document B include provisions for sprinklers in all new care homes, irrespective of height.

Building control practice guidance has been published by the government

The guidance is for local authorities, registered building control approvers and persons carrying out building work.

It covers cancellation notices, transfers and reversions.

This includes information on submitting high-quality applications.

The FAQ guide is regularly updated using feedback and insights from industry and our operational teams. Recent updates include commonly found issues with rejected applications.
