New EU active substance approval decision

Apply for product authorisation by the deadline to keep your products on the NI market

Following evaluation under the EU BPR, a decision has been taken to approve the following active substance/product type combination. This will affect NI:

Action for biocidal product suppliers

If you supply biocidal products containing this active substance in the relevant product type, you must apply for EU BPR product authorisation by 1 July 2025 to keep them on the NI market. New products must not be supplied in NI until product authorisation is granted.

 

Action for active substance suppliers

If you supply this active substance for use in biocidal products of the relevant product type, you may need to apply for technical equivalence. If you haven’t demonstrated technical equivalence for your manufacturing source, EU BPR product authorisation cannot be granted for biocidal products containing your active substance.


New EU active substance non-approval decisions

Biocidal products must be phased off the NI market

Following withdrawal of support under the EU BPR, a decision has been taken not to approve the following active substance/product type combinations. This will affect NI:

  • Biphenyl-2-ol (CAS 90-43-7 EC 201-993-5) in product type 7

  • Potassium dimethyldithiocarbamate (CAS 128-03-0 EC 204-875-1) in product types 9, 11 and 12

  • Silver-polyethylenimine-chloride (CAS n/a EC n/a) in product types 1, 2 and 9

  • Reaction products of glutamic acid and N-(C12-C14-alkyl)propylenediamine (Glucoprotamin) (CAS 164907-72-6 EC 403-950-8) in product types 2 and 4

  • Poly(oxy-1,2-ethanediyl),.alpha.-[2-(dide-cylmethylammonio)ethyl]-.omega.-hydroxy-, propanoate (salt) (Bardap 26) (CAS 94667-33-1 EC n/a) in product types 2, 4 and 10

  • 2,2-Dibromo-2-cyanoacetamide (DBNPA) (CAS 10222-01-2 EC 233-539-7) in product type 2

  • active chlorine generated from magnesium chloride hexahydrate and potassium chloride by electrolysis (CAS 7782-50-5 EC n/a) in product type 2

  • garlic, ext. - Extractives and their physically modified derivatives such as tinctures, concretes, absolutes, essential oils, oleoresins, terpenes, terpene-free fractions, distillates, residues, etc., obtained from Allium sativum, Liliaceae (CAS 8008-99-9 EC 232-371-1) in product type 19

  • Brandy (CAS n/a EC n/a) in product types 19

Biocidal products containing these active substances in the relevant product types can no longer be:

  • supplied in NI after 11 April 2025; or
  • used in NI after 11 October 2025

You must manage your stocks of the affected products to ensure they are removed from the NI supply chain by 11 April 2025.

 

New treated articles containing these active substances in the relevant product types cannot enter the supply chain or be imported into NI after 8 October 2024. Treated articles that have entered NI supply chains before this date can continue to be supplied and used.

Any affected NI product approvals under the Control of Pesticides Regulations (COPR) will be revoked in line with the above dates.
