HSE, in their role as the Building Safety Regulator, are hosting a free conference on Tuesday 21 May 2024.
This event is primarily aimed at anyone who is:
- an Accountable or Principal Accountable Person
- part of the building control profession
- works within the Fire and Rescue Service
- part of the construction and design industry
- an organisation engaged with residents

This month BSR will start directing Principal Accountable Persons (PAPs) to apply for their Building Assessment Certificate (BAC).
When we request this information PAPs will have 28 days to provide it.
We will contact PAPs directly when they need to apply.
Buildings which will be prioritised for a BAC in year 1 meet at least one of the following criteria:
- over 50 metres high with more than 11 residential units
- over 30 metres to 49.99 metres high, with more than 217 residential units
- clad with combustible aluminium composite material
- large panel systems built between 1957 and 1973 with gas networks, and it is unclear if reinforcement work has been carried out

On 14 March, Director of Building Safety for HSE, Philip White, wrote to the Building Control industry outlining new transitional arrangements for the registration of building control inspectors in England.
A competence assessment extension period has been introduced to enable those who meet specific criteria to continue to operate.

Updated versions of the mandatory professional codes and standards for the building control profession have been published and came into force from 6 April 2024. This includes the:
- Code of Conduct for Registered Building Inspectors
- Building Inspector Competence Framework (BICoF)
- Professional Conduct Rules (PCRs) for Registered Building Control Approvers
- Operational Standards Rules (OSRs) and supporting Monitoring Arrangements for local authorities and Registered Building Control Approvers
