GB MCL Decision and updated GB MCL list (published 2 March 2024)

Ministers acting on behalf of the Secretary of State, with the consent of Scottish and Welsh Ministers, have made a decision with regards to the GB mandatory classification and labelling (GB MCL) of 25 chemical substances.

The GB MCL list has been updated with these new and revised GB MCLs, under Article 37 and Article 37A of the GB CLP Regulation.

 

The Ministerial decision, with consent from the Devolved Governments, made under Article 37 and Article 37A of the GB CLP Regulation, is an administrative process of updating the GB MCL list with new and revised GB MCLs. Summaries of these GB MCLs have now been published in the GB CLP publication table (.xlsx), together with the entry into force date (2 March 2024) and the compliance date (2 September 2025).

 

The reasons for the decision were the identification of the intrinsic hazards of the 25 substances resulting from the scientific and technical assessment of the available information (as set out in the Agency Technical Reports), with no significant impacts being identified by the impact and policy assessments, as set out in the Agency Opinions.

 

The GB MCL list (,xlsx) which contains the legally binding mandatory classification and labelling of substances has also been updated with these new or revised GB MCLs, following the decision by Ministers to accept HSE’s Recommendation, with the consent of Scottish and Welsh Ministers.

ECHA public consultation: call for comments

Deadline: 3 May 2024

The GB MCL process includes the consideration of information gathered from public consultations, conducted by HSE or international bodies such as the European Chemicals Agency (ECHA).

 

ECHA has announced public consultations on the following proposals for harmonised classification and labelling (CLH):

  • 2-(2H-benzotriazol-2-yl)-p-cresol (EC: 219-470-5; CAS: 2440-22-4). Chemical registered under REACH. Health and environment hazard classes open for commenting

  • 2-ethylhexyl (2E)-3-(4-methoxyphenyl)acrylate (EC: -; CAS: 83834-59-7). Chemical registered under REACH. Environment hazard class open for commenting

  • benzenamine, N-phenyl-, reaction products with 2,4,4-trimethylpentene (EC: 270-128-1; CAS: 68411-46-1). Chemical registered under REACH. Health and environment hazard classes open for commenting

  • reaction products of diphenylamine with nonene, branched (EC: -; CAS: -). Chemical registered under REACH. Health and environment hazard classes open for commenting

UK-based businesses with an interest in the proposal are strongly encouraged to share any relevant information. 

 

Scientific and technical information should be submitted directly to ECHA using their commenting webform by 3 May 2024. Comments will be published on ECHA's website.
