Key Building Information

As part of the registration process for high-rise residential buildings in England, the Principal Accountable Person (PAP) is also required to provide Key Building Information, or KBI.

This is a set of information about the building which is needed to properly manage the risks of fire spread or structural failure.

 

We’ve published some guidance to help you understand what we will ask for and how you might find it.

You will soon be able to add KBI to your pending or already submitted registration application when this part of the registration service opens in the summer.

Look out for our new social media campaign ‘Did you Know?’ which over the coming months will answer some of the common questions and issues being raised about the new building safety regime.

We’ll begin with some helpful facts around the building registration process which we’ve also set out here:

  • You can complete your registration application now and submit your KBI later. There is no additional fee
  • Unless you personally own the building, the PAP is more likely to be an organisation than an individual
  • In the registration portal we ask you about floors rather than storeys as this will help you measure the building height to the right point
  • You shouldn’t need to commission a new survey to complete your KBI. Building height can be estimated in metres where it clearly has 7 or more floors
  • If you have two or more structures that are attached you need to apply the “independent section” test to see if they count as one building or should be registered separately. If this applies to you, we advise waiting for guidance due to be published by the government before starting your application

  • BSR will publish the key building information in the Register of higher-risk buildings

Government news round-up

The Department for Levelling Up, Housing and Communities (DLUHC) has published its ‘Independent Review of the Construction Product Testing Regime’.

The review was asked to look at how the UK system for testing the safety of construction products and the use of data from the system can be strengthened.

DLUHC has also published draft regulations for the first phase of its ‘Responsible Actors Scheme’.

 

Developers who do not join and comply with the Scheme’s conditions will have planning and building control prohibitions imposed on them.

In case you missed it...

Do you expect to interact with the Building Safety Regulator, either professionally through your work, or as a private citizen?

Our delivery partner, PA Consulting, is working to design and develop the digital services that will support BSR functions. As part of this, they are conducting feedback and usability sessions with people like you, who will be interacting with the regulator. 

 

Sessions will be 1-to-1, lasting no more than an hour, and will be conducted online, so you can take part from your home or office. This kind of testing is widely used across government to make digital services more usable by and accessible to the people who use them, which in turn helps to create better outcomes.
