Public consultation on alternatives: call for comments

Deadline: 3 November 2022

HSE has received several applications for authorisation for the following substances/uses:

Reference: AFA015-01
Substance: 2,2'-Dichloro-4,4'-methylenedianiline (MOCA, MbOCA)
Use: MbOCA is used as a reactant in the manufacture of cast polyurethanes at an industrial site.

Reference: AFA017-01 
Substance: 2-(2H-benzotriazol-2-yl)-4,6-ditertpentylphenol (UV-328)
Use: Use of an imported polymer containing UV-328 as an additive for UV stabilisation in the manufacture of a mechanical separator component used in BarricorTM blood collection tubes.

Substance: 2,2'-dichloro-4,4'-methylenedianiline (MOCA, MbOCA)

Use: Industrial use of 2,2'-Dichloro-4,4'-methylenedianiline (MOCA) in the manufacture of high-performance polyurethanes specifically for custom-made rollers with high reliability requirements for steel and aluminium sectors.

Substance: 2,2'-dichloro-4,4'-methylenedianiline (MOCA, MbOCA)
Use: Industrial use of 2,2'-Dichloro-4,4'-methylenedianiline (MOCA) in the manufacture of high-performance polyurethanes specifically for heavy-duty rollers, tensioner pads and spring blocks with high reliability requirements for offshore energy and renewables sectors.

Substance: Chromium Trioxide
Use: Industrial use of chromium trioxide for functional chrome plating with decorative character for sanitary applications.

Article 64 in the UK REACH Regulation makes provisions for HSE to obtain and use additional information on possible alternatives or technologies as part of the opinion forming process.

HSE has announced public consultations for each of these applications. Details can be viewed at the links above.

Any third parties with an interest in these applications are strongly encouraged to share any relevant information.

Scientific and technical information on possible alternatives or technologies should be submitted directly to HSE using the commenting webform and templates by 3 November 2022.
