Maximum residue levels (MRLs) for pesticide residues in or on food and feed of plant and animal origin are established in Great Britain (GB) under Regulation (EC) No 396/2005*.
GB MRLs are set by inclusion in a new Statutory Register. This eBulletin is to notify all stakeholders of recent amendments to the GB MRL Statutory Register, setting new statutory levels, and proposed future amendments.
*Retained Regulation (EC) No 396/2005 on maximum residue levels of pesticides in or on food and feed of plant and animal origin (as it applies in Great Britain, pursuant to the European Union (Withdrawal) Act 2018 and European Union (Withdrawal Agreement Act 2020). Great Britain (“GB”) refers to England, Scotland and Wales.
In order to accommodate new authorisations in GB and to set an import tolerance to meet the requirements of international trade, new MRLs have been set in the GB MRL Statutory Register for the following active/commodity combinations:
- Chlorantraniliprole/ pulses
- Flonicamid/ various root crops
- Fludioxonil/ rhubarbs
- Prothioconazole/ celeriacs
- Pyraclostrobin/ sweet corn
The new MRLs came into force on 22 April 2021 indicated in the GB MRL Statutory Register.
The evaluation reports, reasoned opinions and decision documents supporting these new MRLs are available on the HSE website.
Dimethoate is no longer an approved active substance in GB and all plant protection product authorisations have been withdrawn. As harmful effects on human health cannot be excluded, it is proposed to lower all MRLs for dimethoate and the breakdown product omethoate to the limit of quantification.
The non-approval decision for dimethoate, which came into force while the UK was still subject to EU legislation and was therefore retained in GB, is available here:
EU Commission Implementing Regulation (EU) 2019/1090
The basis of the assessment was delivered and implemented prior to 1 January 2021 and therefore the risk assessment delivered by the European Food Safety Authority is being referenced. The risk assessment can be seen here:
Peer review of the risk assessment of the active substance dimethoate.
The proposed date of adoption/publication of the new MRLs is 3 June 2021 and the proposed date of entry into force of the new MRLs is 3 December 2021.
To meet the UK’s international trade obligations, consultation on the proposed MRLs is currently being undertaken. The measures have been notified to the World Trade Organization and this notification can be found at G/SPS/N/GBR/6
On completion of this process, an update on the final MRLs agreed, along with the date of entry into force, will be communicated via HSE’s eBulletin service.
