Message from Head of the Government Risk Profession

Hi everybody… I hope your weeks are going well and that June has provided more ups than downs on that bumpy road we call risk management improvement.

Speaking of which, I know we all spend a lot of time focused on optimising risk management effectiveness in our organisations’ first lines but when it comes to fulfilling the potential of the second line, I thought you might be interested in the Government Risk Function Improvement Engine. In a nutshell, the idea is to think through every box in the engine to consider “all the things the second line needs to get right”. Risk functions can then decide what they want to prioritise by way of improvements.

As I’ve shared this informally with several ministerial departmental Heads of Risk over the past few months, it’s tended to prompt some additional thinking about “what else” they could do beyond existing plans so I thought I would share it informally with all of you too. Let me know what you think… it’s always energising to hear from you.

Government Risk Function Development Engine

 

Accredited Risk Managers Forum: 25 September 2023

We are really excited to be planning the first of these in-person working sessions for newly (or shortly about to be) accredited risk professionals, with the first Accredited Risk Managers Forum taking place on Monday 25 September 2023 at HM Treasury, London. We intend to focus the event on identifying and discussing priorities for the Risk Management Profession in Government.

We have written to main ministerial departments for email addresses of candidates and will shortly be writing out to wider Heads of Risk in non-ministerial departments, agencies, and public bodies for their candidates. Invites will be sent out in July.

Orange Book and Risk Control Framework Tool

Following the publication of the refreshed Orange Book and Risk Control Framework tool in May 2023, we are planning to engage with departments during Autumn on how well the Orange Book is being used, including work relating to Accounting Officers and Audit Risk and Assurance Committees. This is part of the promise made to the PAC in January 2022 that the Risk CoE should start to enforce the “comply or explain” requirement of the Orange Book by 2024. If you would like to be more proactively involved in this initiative, do get in touch with the riskcoe@hmtreasury.gov.uk

Portfolio Risk Management Working Group

The new Portfolio Risk Management Guidance was published in May 2023 and is on gov.uk alongside the other “Orange Book Suite” documents. As a next step, we are setting up a cross government Portfolio Risk Working Group to share good practices on portfolio risk management, discuss implementation of the guidance, think about ways of working and behaviour change, and come up with ideas to solve common portfolio risk management challenges. GFF and IA Awards 2023: Risk Excellence nominations Now Open!

We are thrilled to announce that nominations are now open for the Government Finance Function and Internal Audit Awards – with “Risk Excellence” being one of eight categories! This award recognises an individual or team that has displayed high accountability standards, strong oversight, best practice, and risk awareness, and has gone above and beyond to protect people, public money, and organisational reputation.

Government Skills & Curriculum Unit’s Professions & Functions Campaign

We were delighted to join other professions and functions across government in the Government Skills & Curriculum Unit’s Specialist Skills campaign 2023. The ‘specialist skills, heart of government’ campaign highlighted 'what' a profession and function is and 'how' you can identify with one. Clare Tate Profile Picture

Welcome Clare

We are delighted to welcome Clare Tate who joined the Government Risk Profession in May. Clare joins us from HM Land Registry where she was Senior Risk Business Partner for the Risk, Assurance, Information and Security Team (RAIS). Prior to this she was the Corporate Risk and Business Continuity Manager for the Disclosure and Barring Service (DBS). Clare has been part of the risk management profession for 10 years and is currently studying for her certificate in Operational Risk Management (IOR) through the IRM.
