Welcome to January's news bulletin from the Children and Young People's Programme.

This will drop into your inbox monthly and contain input from the Young People, project updates, information on events, Q&A and updates from Clinical Leads.

This month's edition contains a focus on the Greater Manchester Speech, Language and Communication Project and an introduction to MoreLife, a Social Prescribing intervention for children and young people. There are details of the GM Children's Health and Wellbeing Stakeholders Forum and a link to the recording of the launch of Core20Plus5.

Greater Manchester Speech, Language and Communication Project

Greater Manchester has recently mobilised a new project aimed at addressing some the key challenges that are preventing children and young people from getting timely support to address speech, language and communication (SLC) needs.

The ability to communicate is recognised as the most fundamental life skill for children and young people and directly impacts on their ability to learn, make friends and their future life chances. Having integrated, accessible pathways that focus on timely identification and intervention of SLC needs are critical to ensure that children and young people receive the right support, in the right place, at the right time.

The impact from the Covid pandemic on child development and learning, disruption to service delivery and support for children and families has resulted in increasing SLC need and significant waiting times for specialist speech and language therapy (SLT) services across GM.

Within this context, SLC has been identified as a priority focus for the refreshed GM Children and Young People’s Plan, with a 2 year project jointly funded by GM NHS Integrated Care and the Greater Manchester Combined Authority. The work is led by Michelle Morris, GM Clinical Lead for SLC. Michelle has previously led the development of the GM Early Years SLC pathway which has been recognised as a national exemplar in PHE guidance. 

The project has four priorities:

  • Working as a whole system
    • Providing GM clinical leadership and establishing a whole system steering group to drive implementation and ensure accountability.
  • Insights and Evidence 
    • Addressing gaps in data collation and analysis through implementing a GM wide system (the Balanced System©) to support identifying and forecasting need for SLC support and services.
    • Identifying evidence based approaches to waiting list management
  • Strengthening the workforce
    • Exploring issues relating to the supply and retention of children’s SLTs.
    • Working with colleagues in HEE and in the NW Transformation Programme to develop a GM SLT workforce strategy and address gaps in workforce data.
  • Commissioning
    • Developing a data driven commissioning framework for SLC outcomes.
    • Delivering support at a universal, targeted and specialist level, ensuring that there is an understanding of the resource required to provide systemic support for SLC and addressing missed opportunities for early intervention and prevention.

MoreLife Social Prescribing intervention

MoreLife

MoreLife are a 10 week social prescribing intervention for physical activity. We work with children and young people between the ages of 5 and 17 yrs, over the 91st centile, who are living in Manchester or registered with a GP in Manchester. We are commissioned by Manchester City Council to provide the service, with additional funding from Population health and we have active links with School Health, Manchester Healthy Schools, Childrens Social Care and Early Help.

Exclusion criteria are already active to the recommended level or having a chronic condition that requires rehabilitation. 

We take referrals from health professionals using our online referral form:

Sid

Sid's story

Sid was 9 years old at referral. He had gained 10kg over 2 - 3 years. He was pre-diabetic with familial history of type 2 diabetes and had a previous health condition that required multiple surgeries which meant that he could not walk or sit for several months. 

With help from MoreLife he increased his physical activity from 2 times per week to 4 times per week and reduced his BMI from 29.5 to 29.1 over the 10 weeks. 

Sid chose to take part in karate, tennis, swimming and daily walking. 

Sid said his favourite activity was tennis and his mum said he "didn't miss a single class this holiday" Mum is "happy because he is at least motivated". Sid said he is "excited to carry on with his activities". Sid's future goal is to become "slim and fast". 


Jack

Jack's story

Jack was 7 yrs old at referral. 

Jack increased his physical activity from 3 times per week to 4 times per week and reduced his BMI from 26 to 25.9.

Jack has autistic spectrum disorder and his biggest barrier to exercise was not being able to take part without mum being present. However, by the end of the 10 weeks he was attending Manchester Youth Zone without mum, giving her time for herself on Sunday mornings. 

Feedback: "Without your help, we wouldn't have found new activities. The best thing I ever did was to take Jack to the youth zone", "I'm so proud of him", "The PARs service has been so supportive".

MFT Equalities Fund Applications

MFT, through the Community Diagnostic Centres, have made available funds ranging from £100, up to a maximum of £20,000 per project/application to support its work in reducing health inequalities.

The funding is for voluntary, community or social enterprise organisations based and working within Trafford, City of Manchester, South or North Manchester.

The fund will support work that communities and representative groups feel will have the biggest impact on improving accessibility, experience, and health inequalities. Areas of focus include:

  • Support with making practical changes to CDC facilities
  • Providing experiences and insight about local communities and cultural competency to staff working within the CDC's.
  • Improving communications (e.g. signage and patient info)

The fund is targeted at groups working with individuals from one or more of the protected groups and we are very interested in new, innovative, imaginative or pioneering projects which have perhaps not yet caught the public imagination and will have the biggest impact on health inequalities.

Greater Manchester Children’s and Young People’s Health and Wellbeing Stakeholder Forum

Core20PLUS5 – Addressing Health Inequalities for Children and Young People

For the first time in three years, the GM Child Health and Wellbeing Stakeholder Forum event will meet face to face to explore the health inequalities faced by children and young people in Greater Manchester.

The disparity in health outcomes of our children and young people has been highlighted and exacerbated during the COVID pandemic, and more recently with the cost of living crisis and austerity measures.  Following the recent publication of the NHS CORE20PLUS5 for Children and Young People, this stakeholder forum will explore the five clinical areas outlined in the document in the context of the most deprived 20% of the population, and the PLUS groups:

  • Population groups experiencing poorer than average health access, experience/outcomes.
  • Population groups that may be identified as ethnic minorities, inclusion health groups, people with learning disabilities, autism, areas of deprivation, children and young people with multiple morbidities, protected characteristics groups.
  • Young carers, children who are looked after/care leavers, those in contact with the justice system or where there is a safeguarding concern.

The five clinical areas identified as priorities are: asthma, diabetes, epilepsy, mental health and oral health.

We will hear from young people about their experiences over the last three years and how this has affected their health and wellbeing.

We will hear from a national perspective how the five clinical areas were prioritised and the data behind them.  We will also hear about the impact of poverty on health outcomes.

We will hear from Greater Manchester  leaders about the development of NHS Greater Manchester Integrated Care, the Integrated Care Board and the Integrated Care Partnership, their responses to the GM Children and Young People’s Plan led by the GM Combined Authority and GM Recovery Plan from COVID, including the impact that COVID 19 has had on health outcomes and inequalities.

We will explore the Greater Manchester data in relation to the five clinical areas and what it tells us about health outcomes for children and young people across the conurbation, and the impact that COVID has had on these.

Our aim/purpose of the day

To hear from children, young people and families and use their experiences to improve the care they receive and address the health inequalities experienced.  Real-life stories and descriptions of service provision help to bring to life the data that we capture so stakeholder participation and co-production will be an essential element of this stakeholder forum.

  • To examine the impact of austerity measures, the cost of living crisis and COVID 19 has had on our children, young people and families in relation to the five clinical areas: asthma, diabetes, epilepsy, mental health and oral health.
  • To examine Greater Manchester data and identify gaps in data for the five clinical areas, comparing with that available for England, discussing and exploring the reasons for inequalities in health outcomes and inequitable access to health care provision.
  • To share good practice that has been made and is making a difference and reducing health inequalities in Greater Manchester.
  • To respond to the national and regional directives around CORE20PLUS5 following its official launch in December 2022.
  • To identify opportunities, priorities, and actions to address CORE20PLUS5 for children and young people as a system within the Greater Manchester Children’s Transformation Programme and NHS Greater Manchester Integrated Care.

Target audience (all-ages)

Young people, parents, carers, volunteers, providers and commissioners and health and care professionals with a passion for working together to improve health outcomes and reducing health inequalities for our children and young people.  This event will be of particular interest to those working with children and young people within the PLUS groups and those clinical priority areas.

Interaction with stakeholders is key to these events adding benefit to our current workstreams, the development of our GM integrated approach and the refresh of the GM CYP plan.

Human Rights Training: New Dates

Launch of Oliver McGowan Mandatory Training for LDA

Following a long campaign led by Oliver McGowan’s mother Paula McGowan OBE, Health Education England and partners at the Department of Health and Social Care, NHS England and Skills for Care have launched The Oliver McGowan Mandatory Training on Learning Disability and Autism e-learning. Oliver’s death shone a light on the need for health and social care staff to have better training and aims to provide the health and care workforce with the right skills and knowledge to provide safe, compassionate and informed care to autistic people and people with a learning disability. This requirement is set out in the Health and Care Act 2022. Each provider will be responsible for delivery and recording of this training.
