Key messages
- On Monday 19 October, we launched the six-step plan for Gloucestershire focusing on protecting our most vulnerable residents, increasing enforcement action and, a call to us all to work together, and for each other, by following the public health guidance. Take a look at the media release.
- The legal notice to prevent the Stow Fair from going ahead was served using the county council's powers under Covid-19 regulations on Tuesday 20 October. See media release here.
- Covid-19 doesn’t mean Halloween is cancelled this year, but with cases continuing to creep up in the county, residents are been urged to find fun, alternative, ways to celebrate safely. This might include a pumpkin trail, transforming your home into a haunted house and more – as well as remembering the main public health advice around hands, face and space, and sticking to the rule of six. Messages around how to have a Covid-safe Halloween will go out from next week. Please share them if you follow our social media channels.
- We announced the Extra £6.6m to help county’s care providers prevent the spread of Covid-19. Read more here.
- Household Recycling Centres will move to normal winter opening hours from 25 October (10am - 4pm) Read more here.
- Two schools are taking part in a School Streets trial which will start on 2 November. It will improve air quality and create more space for social distancing at drop of and pick up times. Read more here.

What measures or communications plans are in place to prevent people congregating on Halloween or Bonfire Night – and what thoughts have been given to messaging around congregating/family gatherings at Christmas?
We recognise that there are number of popular holidays taking place over the next few weeks and months, and whilst typically these events involve large gatherings and social mixing, minimising the transmission of Covid-19 must be our top priority this autumn and winter.
For Halloween, we will be encouraging people to find alternative, fun but safe ways, to mark the occasion pushing messages out through social media, partners and community groups – similarly with Bonfire night we are conscious that people will want to get together, but the advice will remain to avoid large gatherings, maintain social distancing, adhere to the rule of six and wear face coverings indoors, in line with national guidance. It may be that further guidance is published in which case our messaging will reflect any changes.
With regards to Christmas - this will be driven by the ever-changing situation surrounding Covid nationally, and locally, but the core messages will remain the same. We will continue to work closely with our local colleagues (e.g. our environmental health colleagues / covid compliance officers, and venues) to remind local businesses and residents of the importance of taking the necessary precautions to reduce the spread of Covid-19 during these festivities.

² This section contains information on deaths of patients who have died in hospitals in Gloucestershire and had tested positive for Covid-19 at time of death or where Covid-19 was mentioned on the death certificate. All deaths are recorded against the date of death rather than the date the deaths were announced. It is based on national NHS data published here.
³ Weekly death figures provide provisional counts of the number of deaths registered in England and Wales for which data are available. From 31 March 2020 these figures also show the number of deaths involving coronavirus (Covid-19), based on any mention of Covid-19 on the death certificate. Figures by place of death may differ to previously published figures due to improvements in the way we code place of death. This figure does not include deaths of those resident outside England and Wales or those records where the place of residence is either missing or not yet fully coded. For this reason counts may differ to published figures when summed. Bank Holidays could affect the number of registrations made within those weeks.
⁴ Care homes vary in size and in the characteristics of their residents. Outbreak data is also being reported publicly here: https://www.gov.uk/government/statistical-data-sets/covid-19-number-of-outbreaks-in-care-homes-management-information. The figures here are slightly lower than our local figures due to a time lag. The number of cases (confirmed or suspected) has not been reported due to limitations in data accuracy which means comparison is not possible. This information is being used for operational purposes. As testing in care homes increases we will review whether adding this information will add additional strategic insight.
⁵ CQC publish figures on deaths where Covid-19 was suspected in the notification from the care home, as well as all cause mortality (since 10 April 2020). It is probable that not all deaths due to Covid-19 will be notified as such, conversely Covid-19 may be mentioned but not have been a contributory factor in a death). While CQC numbers are more comprehensive than local reporting, they are not currently reported by district council.
