The Greater Cambridge Partnership has today published the papers that will be considered by the Joint Assembly on 7 September. Below is a summary of each report.

Making Connections 2023

Making Connections - revised proposals

 

The GCP has today announced a revised package of measures to transform how people travel in and around the city – having listened to, and acted on, feedback from the extensive Making Connections public consultation held last year.

Key amendments to the proposals for a Sustainable Travel Zone (STZ) to reduce congestion, improve air quality and to fund a better, cheaper and cleaner bus network and improved walking and cycling links across the city region include:

  • peak time only charging – with six hours charge time instead of 12
  • 50 free days for account holders
  • 50% discount for locally owned SMEs
  • low-income discounts
  • further hospital exemptions
  • no charge for motorcyclists

The STZ aims to make travelling in and around Cambridge simpler and faster by saving time and money; easing congestion and offering better, fairer and greener travel choices.

We will be writing to stakeholders over the coming days to explain the revised proposals in more detail.

Future Investment Strategy

 

With soaring inflation impacting the cost of construction materials, the GCP - like many authorities across the country - is re-evaluating its programme as costs rise beyond levels of government grant and other income streams.

The Joint Assembly will be presented with analysis that demonstrates the impact of inflation on the GCP’s programme, which shows costs have increased by 20% – 30%.

As a result, members will be asked to consider the GCP’s Future Investment Strategy and whether two projects should be paused whilst opportunities for additional income are sought.

These are: phase two of the Cambridge South East Transport project and the Foxton Travel Hub.

Waterbeach to Cambridge revised central route

Waterbeach to Cambridge

 

The revised central route for a new off-road busway between Waterbeach New Town and Cambridge and a new park & ride site (option C) located to the west of the A10 are to be recommended to the Joint Assembly and Executive Board.

The project would give greater access to people travelling to work, education and meeting friends and family. It would also help to cut congestion on the A10 and supports the planned Waterbeach New Town development, where up to 11,000 new homes are expected to be built. 

A proposal for a further public consultation on a revised route for the Waterbeach Greenway will also be put to the Joint Assembly.

Cambridge Eastern Access

 

A report outlining the findings to a public consultation and the next steps for the Cambridge Eastern Access project has been published today.

The report recommends that phase A of the scheme should be considered in three sections to reflect issues raised during consultation and other potential development to the east of the city.

The GCP asked people for their views on proposals to deliver new bus lanes and upgraded walking and cycling links along Newmarket Road - including a relocated Park & Ride - to help cut congestion and improve air quality and journeys during a public consultation earlier this year.
