County Council Highways & Transport Committee votes to make permanent six traffic regulation orders

As someone who has provided feedback on the experimental traffic orders that have been implemented by the GCP, on behalf of the County Council, in Carlyle Road, Luard Road, the Newtown area, Nightingale Avenue, Silver Street and Storey’s Way, we are contacting you to let you know the outcome of the trials.

GCP Joint Assembly

On 9 September this year, following a 12-month trial, the GCP’s Joint Assembly considered a report on the above experimental schemes.  The report detailed the feedback received throughout the trial period, along with an analysis of the public consultations undertaken during the trial period.  After considering all the feedback received and having taken into account the results of the monitoring undertaken during the trial, the Joint Assembly expressed support for making all the experimental measures permanent, subject to further work being undertaken to help mitigate some of the schemes.  The report to the Joint Assembly and the minutes of the meeting are available here

GCP Executive Board

These matters were then considered by the GCP’s Executive Board at its meeting on 30 September.  The Executive Board supported the view of the Joint Assembly and resolved to recommend to the County Council that all the experimental measures should be made permanent.  The report to the Executive Board and the minutes of the meeting are available here

Cambridgeshire County Council Highways and Transport Committee

As the traffic order making authority, the final decisions on the future of the experimental schemes rest with the County Council and therefore these matters were referred to its Highways and Transport Committee at its meeting on 4 November.  The Committee considered the feedback received during the trial period and reflected on the views expressed by the GCP before resolving to make traffic orders that would make permanent all the experimental schemes and to approve further work with the GCP to help mitigate the effects of the schemes.

The Committee resolved to approve making orders to make permanent all of the Cambridge schemes  and to support further work with the GCP to:

  1. explore the need for further experimental measures in the Carlyle Road area to reduce motorised through traffic movements in neighbouring streets in the area and to improve safety at the zebra crossing on Chesterton Road through funding made available by the GCP for implementation;
  2. improve the operation of the traffic signals at the Long Road/Hills Road and Addenbrooke’s roundabout junctions to mitigate the effects on Long Road;
  3. monitor, over the longer term, the situation in Long Road;
  4. review the location of the closure point in Panton Street in the Newtown area in association with the highway improvements planned by the County Council in Saxon Street;
  5. explore changes to parking arrangements in Trumpington Road to provide more opportunities for school drop off and pick up for schools in the Newtown area;
  6. review highway signs in the Newtown area;
  7. consider how bus service improvements can best support access to the cluster of schools and colleges along the Trumpington Road/Hills Road corridors;
  8. consider mitigation measures for Queen Edith’s Way; and consider mitigation measures for roads in the Nightingale Avenue area including Queen Edith’s Way and Fendon Road; and
  9. design and implement permanent layouts for the various road closure points with the GCP providing funding.

The GCP is now taking forward the implementation of the Committee’s resolutions and permanent works will be undertaken in the coming months.
