Food Crime Strategic Assessment
We want to thank partners who contributed to the intelligence gathering for our Food Crime Strategic Assessment, produced with Food Standards Scotland. We are now moving towards publication of the document and will be showcasing the assessment and highlighting the key findings in a future edition of this newsletter, as well as setting out this year’s strategic food crime priorities for the NFCU.

Balmoral Show 2024
The NFCU recently attended the Balmoral Show in Northern Ireland alongside our FSA colleagues. Our stand attracted approximately 1,500 visitors. The Balmoral Show is the largest agricultural event in Northern Ireland and includes livestock shows as well as demonstrations and representations from numerous food businesses.
Our team were there to speak to the whole supply chain from farmers and breed associations to industry bodies and manufacturers. Ed McDonald, our NI Food Fraud Liaison Officer and Ben Pye, Senior Prevention and Relationship Management Officer conducted a targeted walkaround, engaging with stakeholders ranging from the Livestock and Meat Commission to Moy Park, to promote the Food Crime Confidential Hotline. Our teams are always happy to chat about food crime and help anyone understand more about what we do and what support we offer businesses, so if you see us at a show, come and say hello or get in touch to ask about a member of our Outreach Team coming to talk about food crime prevention at conferences or industry events.

Spotlight on: animal by-products (ABP) advice for kebab retailers
Recent intelligence has identified practices where cooked waste product from kebabs and raw meat trim is being returned to wholesale suppliers. Kebab retailers are advised not to send this waste back to their supplier (usually a cutting plant) as these plants do not have the sufficient Animal By-Products (ABP) licences to transport this type of ABP back to their premises. More importantly, these cutting plants should not be in receipt of this waste as, in line with their approval licence, they should only receive meats from other approved plants. Food business owners (FBO) of these kebab retailers are advised to secure a legitimate contract with an official ABP licenced waste carrier. Further guidance can be sought by the FBO from their Local Authority Environmental Health team.
What is ABP?
An ABP is the entire body, part of an animal or a product of animal origin which is not intended for human consumption. Material becomes ABP when it is not intended for human consumption or is no longer intended for human consumption. For example, material may still be fit for human consumption but have no commercial value or not be intended for use on aesthetic grounds. Once material becomes ABP it cannot later revert to being a foodstuff.

NFCU Impact: Investigation results in a £50,000 fine for food business which faked disease certificates
A food business owner has been fined following a successful prosecution by the Food Standards Agency (FSA). An investigation by the FSA’s National Food Crime Unit, working with Heart of the South West Trading Standards, found evidence he had falsified Salmonella testing certificates.
Poultry farmer Stuart Perkins of SG Perkins Ltd, age 38 from Radstock, received a substantial fine at Bath Magistrates Court on Wednesday 3 July after pleading guilty to various offences under The Food Safety and Hygiene (England) Regulations 2013 and the Animal Health Act 1981.
The FSA, working with partners including Avon and Somerset police, Environmental Health and Trading Standards, executed a search warrant at the poultry farm and abattoir in November 2023 and found evidence of traceability concerns and that Perkins had falsified Salmonella testing certificates. This meant birds had been slaughtered for the food chain without proof they were free from disease.
The FSA acted to manage the potential food safety risk by ensuring products with traceability concerns were removed from the market.
An alert was also issued to industry by the FSA’s NFCU to ask food businesses to check the traceability of their suppliers to help ensure legitimate businesses maintain the integrity and safety of their food chains and protect their customers.
Perkins and SG Perkins Ltd was sentenced to a fine of £5000 for each FSA offence, £3500 for each local authority offence, costs amounting to £21,810.75, plus a victim surcharge of £2000, which came to a total of £50,830.75.
Andrew Quinn, Head of the FSA's NFCU, said:
"We welcome this substantial fine as it shows the serious nature of faking documents and jeopardising food safety. This should act as a deterrent to anyone considering taking dangerous short cuts and breaching food safety and hygiene law. I want to thank Heart of the South West Trading Standards for their excellent work in securing this result, as well as Avon and Somerset Police for their assistance.

The NFCU recently continued our working relationship with SALSA by presenting a webinar on food defence which is available for free. This event provided an in-depth look into the critical issues surrounding food fraud and offered practical strategies to safeguard businesses.

Organic certification
Did you know there are only 8 official UK approved organic control bodies?
If you use a supplier who claims to have organic certification, it is important to check they are one of the approved UK control bodies:
- Organic Farmers and Growers CIC
- Soil Association Certification Ltd
- Biodynamic Association Certification

Quality Welsh Food Certification Ltd
- Irish Organic Association
This can be verified by checking the control body identifying code against the documentation you have been given. If there are any inconsistencies which are causing concern, you should report this to the certification body who will escalate to DEFRA if appropriate. If you have any issues doing this, you can refer the information to DEFRA at organic.standards@defra.gov.uk however please contact the certification body in the first instance.
It is useful to keep up to date with the list of approved certification bodies as they can gain and lose their ‘officially approved’ status, based on compliance with the requirements set out by Defra.
The NFCU have received reports of companies based overseas presenting false certification, purporting to be a UK based control body. Verifying the authenticity of traceability and certification documents helps to protect yourself from this type of fraud.

Food Fraud Resilience Self-Assessment tool
Our tool has been designed to support food businesses in identifying the risk to their business from food crime, and outline steps that they can take to mitigate those risks.
The NFCU’s Prevention team offer an in-depth fraud resilience assessment. Following the completion of the self-assessment tool. The team can provide an assessment which aims to:
- identify the risk level an organisation has to fraud
- get people within an organisation thinking about fraud resilience and how it is approached
- help and assist the food industry in building resilience to food fraud

Sioe Balmoral 2024
Aeth yr NFCU i Sioe Balmoral yng Ngogledd Iwerddon yn ddiweddar, gyda’n cydweithwyr yn yr ASB. Daeth oddeutu 1,500 o ymwelwyr i’n stondin. Sioe Balmoral yw’r digwyddiad amaethyddol mwyaf yng Ngogledd Iwerddon ac mae’n cynnwys sioeau da byw, yn ogystal ag arddangosiadau a chynrychioliadau o nifer o fusnesau bwyd.
Roedd ein tîm yno i siarad â’r gadwyn gyflenwi gyfan – o ffermwyr a chymdeithasau bridiau i gyrff yn y diwydiant a gweithgynhyrchwyr. Cynhaliodd Ed McDonald, ein Swyddog Cyswllt Twyll Bwyd yng Ngogledd Iwerddon a Ben Pye, Uwch Swyddog Atal a Rheoli Perthnasau daith gerdded wedi’i thargedu, gan ymgysylltu â rhanddeiliaid fel y Comisiwn Da Byw a Chig a Moy Park, a hyrwyddo’r Llinell Trechu Troseddau Bwyd yn Gyfrinachol. Mae ein timau bob amser yn hapus i sgwrsio am droseddau bwyd a helpu unrhyw un i ddeall mwy am ein gwaith a pha gymorth rydym yn ei gynnig i fusnesau. Beth yw sgil-gynhyrchion anifeiliaid?
Sgil-gynhyrchion anifeiliaid yw corff cyfan, rhan o anifail neu gynnyrch sy’n dod o anifail nad yw wedi'i fwriadu i'w fwyta gan bobl. Daw deunyddiau yn sgil-gynhyrchion anifeiliaid pan nad yw wedi’i fwriadu i’w fwyta gan bobl neu nad yw bellach wedi’i fwriadu i’w fwyta gan bobl. Er enghraifft, gall deunydd fod yn addas i’w fwyta gan bobl o hyd ond heb fod ag unrhyw werth masnachol nac wedi’i fwriadu i’w ddefnyddio ar sail esthetig. Unwaith y daw deunydd yn sgil-gynnyrch, ni all droi yn ôl i fod yn fwyd.

Effaith yr NFCU: Ymchwiliad yn arwain at ddirwy o £50,000 i fusnes bwyd a oedd yn ffugio tystysgrifau clefydau
Mae perchennog busnes bwyd wedi cael dirwy yn dilyn erlyniad llwyddiannus gan yr Asiantaeth Safonau Bwyd (ASB). Canfu ymchwiliad gan NFCU yr ASB, gan weithio gyda Safonau Masnach De- orllewin Lloegr, fod yna dystiolaeth bod y perchennog wedi ffugio tystysgrifau profi am Salmonela.
Derbyniodd y ffermwr dofednod, Stuart Perkins o SG Perkins Ltd, 38 oed o Radstock, ddirwy sylweddol yn Llys Ynadon Caerfaddon ddydd Mercher, 3 Gorffennaf ar ôl pledio’n euog i droseddau amrywiol o dan Reoliadau Diogelwch Bwyd a Hylendid (Lloegr) 2013 a Deddf Iechyd Anifeiliaid 1981.
Cafodd yr ASB, ar y cyd â heddlu Avon a Gwlad yr Haf, Iechyd yr Amgylchedd a Safonau Masnach, warant i chwilio ar y fferm ddofednod a’r lladd-dy ym mis Tachwedd 2023, a chanfuwyd tystiolaeth o bryderon olrhain a bod Perkins wedi ffugio tystysgrifau profi am Salmonela. Roedd hyn yn golygu bod adar wedi’u lladd ar gyfer y gadwyn fwyd heb brofi eu bod yn rhydd rhag afiechydon.
Gweithredodd yr ASB i reoli’r risg diogelwch bwyd bosib drwy sicrhau bod cynhyrchion â phryderon olrhain yn cael eu tynnu oddi ar y farchnad.
Cyhoeddodd NFCU yr ASB rybudd hefyd i’r diwydiant er mwyn gofyn i fusnesau bwyd wirio olrheiniadwyedd eu cyflenwyr i helpu i sicrhau bod busnesau cyfreithlon yn cynnal uniondeb a diogelwch eu cadwyni bwyd ac yn diogelu eu cwsmeriaid.
Dedfrydwyd Perkins a SG Perkins Ltd i ddirwy o £5,000 am bob trosedd i’r ASB, £3,500 am bob trosedd i’r awdurdod lleol, costau o £21,810.75, ynghyd â gordal dioddefwr o £2,000, a ddaeth i gyfanswm o £50,830.75.
Dywedodd Andrew Quinn, Pennaeth NFCU yr ASB:
