Preparation begins on a new East Riding Local Plan

29th June 2026 - Notice of Intention to Commence Local Plan Preparation and Local Plan Timetable published

Dear Sir/Madam ,

We are writing to let you know that yesterday, Monday 29th June 2026, we published our Notice of Intention to Commence Local Plan Preparation and our Local Plan Timetable. This marks the first step in the preparation of a new local plan for the East Riding, to be known as the 'East Riding Local Plan'.

The new local plan will set out the long-term framework for development in the East Riding, including where growth should be directed. Once adopted, it will be the starting point for determining planning applications and guiding investment decisions and will replace the Local Plan Update (2025).

Why are we starting to prepare a new local plan now?

A new 30-month local plan system was announced by the government in November 2025, aiming to introduce a faster and more streamlined plan preparation process.

Although the East Riding Local Plan Update was only adopted in 2025, we are required by the new plan-making system to begin preparation of a new plan.

In order to meet the requirements of the new system, we must pass through 'Gateway 1' by publishing a self-assessment summary on or before 31st October 2026. Before we can pass that stage, we need to publish our notice and timetable and carry out a scoping consultation to gather some early views to inform the preparation of a new plan. Once we pass through Gateway 1, the 30-month timeframe begins.

You can view the Notice of Intention to Commence Local Plan Preparation and the Local Plan Timetable by clicking the button below:

We will review our timetable on a monthly basis and update it as necessary, for example if there is a change to any of the expected dates for each stage. We will contact those on our mailing list when an update is made.

What's next?

Now we have published our notice and timetable, the next step in the plan preparation progress is carrying out a Scoping Consultation. As part of this, we will seek your views on the key issues that should shape the new local plan, as well as matters such as how we should engage you throughout the process.

The Scoping Consultation is planned to take place between 20th July and 31st August 2026. We will contact you when the consultation begins with further details on where to view the consultation material and how to participate.
