SEND and Inclusion Plan addendum📄
We want to share an update about the work taking place to improve services for children and young people with special educational needs and disabilities (SEND).
Last week, leaders from education, health and care met to review our SEND post‑inspection improvement plan. This has now been added as an addendum to the SEND and Inclusion Plan and will be made available to view on the Local Offer.
We are pleased to let you know that the Department for Education (DfE) and NHS England have approved and signed off the plan. This means we can begin making the improvements we have agreed together.
These changes are designed to make support easier to access and more effective for children, young people, parents and carers. This includes work to reduce waiting times so that children can receive support more quickly, and better support for children receiving SEN support with earlier and more effective help from schools and services.
We will also be improving the quality of Education, Health and Care Plans (EHCPs) and other support plans so they are updated more regularly using the most up‑to‑date information. Work is taking place to strengthen the Short Breaks offer to ensure it meets the needs of families, and education, health and care services will be sharing information more effectively to support stronger oversight and continued improvement.
We are committed to improving SEND services so children and young people receive the right help at the right time. We will continue to share updates through the Local Offer as the work progresses.

Parent carer consultation now open: Early Years Inclusion Fund (EYIF)🌱
We would like to share information about proposed changes to the Early Years Inclusion Fund (EYIF), previously called Additional Inclusion Support (AIS) and known nationally as Special Educational Needs Inclusion Fund (SENIF). The Council is running a consultation in March and April 2026 to hear the views of the Parent Carer Forum and Early Years Providers on a new approach that aims to be quicker, easier to use, and in line with the Department for Education’s updated guidance for 2026 - 2027.
This consultation will not affect the current EYIF application timeline (applications close 20 May 2026) if the proposed changes are not supported.
Your views and experiences really matter. By sharing your feedback, you can help shape how the EYIF works in the future so that it best supports children, families, early years settings, and the Council. To make sure the new approach works well, we plan to test it as a pilot during the summer term before deciding on full implementation.
You can take part in the consultation and share your feedback using the link below: https://consultation.eastriding.gov.uk/s/ProposedChangestotheEYIF_P-CSurvey/

Are you a parent / carer of a child 0-25 with SEND and want to share your experience and knowledge to help improve lives for families across the East Riding?
Being a volunteer of the Steering Group involves representing the PCF at meetings with the local authority, health, and other external organisations alongside other PCF Steering Group members, attending and helping at EYPCF events, check-in and chats, and workshops around the region.
Clearly time is an important element, our experience shows that those who have children linked into local SEND provision are passionate about getting the best care, not only for their own children, but for others too. So many of the parents who come to us for advice are happy to pass on their own experiences in meetings and in consultations.

SEND provision survey for East Riding📝
HEY Smile Foundation is mapping SEND provision across the East Riding and would love to hear from parents and those who support children, young people, or families with SEND.
They would like to build a clear picture of:
- What support looks like right now
- Where services have capacity
- Where demand is putting pressure on provision
- What gaps are emerging
- What families are telling parent carer forums
- What the sector needs to strengthen SEND support.
The survey aims to build an understanding of existing support and needs to inform planning, collaboration, and future funding conversations.

 Lockdown impact six years on🔍
As we all remember, the COVID-19 pandemic presented an unprecedented global challenge for our generation. Lockdowns, isolation, adjusting how we delivered teaching and learning, and social distancing affected everyone, and while - for the most part - we have celebrated a return to pre-pandemic living, the impact is still significant for emotional wellbeing, particularly for our young people.
For many young people, social isolation, disruption to learning and major changes in important, guiding relationships, came at a time when their emotional wellbeing was still being shaped. School-aged children and teenagers' development is hugely impacted during this period. The impact was significant, and is still relevant to understanding their mental health and behaviours today.
To learn more about the impact, visit Togetherness and enter the code PUFFIN to access the resources.
