Welcome to the winter edition of the Safeguarding Adults Board newsletter
We know that this season can bring extra challenges for adults at risk. Cold weather, isolation, and financial pressures can all increase vulnerability, so it’s vital that we continue working together to keep people safe and supported. This newsletter shares important updates, resources, and learning to help you in your role and strengthen safeguarding across our communities.
In this edition we have, an introduction to our new Multi-Agency Risk Management (MARM) process, we ask for your views to help shape the future of adult social care in the East Riding, we share our safeguarding adults board strategy and share the date of our self-neglect conference.
We would like to wish you all a happy festive season and to say a massive thank you for all your support in 2025.
We have a new MARM process
The East Riding Safeguarding Adults Board (ERSAB) has worked with colleagues from the Hull Safeguarding Adults Board along with colleagues from adult services to develop and launch a new MARM (Multi-Agency Risk Management) process and framework. This replaced the previous VARM process.
In brief, a MARM can be called by any agency who is concerned about an adult who may be at risk of harm who has the capacity to make their own decisions, and it is felt that these decisions may cause harm to themselves or other people. MARM can be used when other avenues of support and safeguarding have already been considered.

Safeguarding Adults Strategy (2025-2028)
The ERSAB is proud to unveil its new three-year strategy (2025–2028), a bold, forward-looking plan to strengthen how we protect adults at risk of harm and promote safer, more inclusive communities across the East Riding of Yorkshire.

Each year, we write an annual report saying what the East Riding Safeguarding Adults Board has done to reach its goals. The report outlines the role and function of the board and highlights the achievements of the board and its partners during the year.

Take part in training that makes a difference
The ERSAB continues to deliver free Level one, two and three safeguarding training to independent social care providers, with a strong focus on accessibility and impact. This year’s blended approach of eLearning, workbooks, virtual sessions, and in-person events, has empowered hundreds across the region.
What’s new?
- The CASCADE programme is undergoing a full refresh in consultation with trainers, to ensure we align with national competency frameworks

we have a refreshed Level 3 S42 making an enquiry in-person training

multi-agency learning is being coordinated to strengthen partnerships and outcomes

a peer review system is in development to ensure training quality and effectiveness.

Self-neglect conference
Save the date: Tuesday, 28 April 2026
Self-neglect is a complex, often hidden issue that features heavily in Safeguarding Adult Reviews. It can involve hoarding, substance dependence, and other behaviours that impact safety and wellbeing.
Join professionals from health, social care, housing, emergency services, legal, and community sectors for a day of learning and collaboration on Tuesday, 28 April 2026.
Topics will include:
- Psychology of self-neglect
- capacity and consent
- cultural and societal influences
- policy and legislative frameworks
- hoarding and alcohol dependence
- relational approaches and trauma-informed practice.

Shape the future of our adult social care services
East Riding of Yorkshire Council have launched a new survey to gather feedback from residents of the East Riding, and our working partners on how we can shape our adult social care services for the future.
The council is developing strategies to make sure services meet the needs of our communities to support independence, wellbeing and choice for those who use our services.
The council's vision is to create a service that:
- promotes independence and wellbeing
- delivers the right support, at the right time, in the right place
- works in partnership with individuals, families, and our communities.
Your feedback will help shape this vision. To achieve this, the council want to understand what matters most to you and our East Riding residents.
The survey is open to anyone who receives care, supports someone who does, or is a working partner of the council. This is your chance to influence how services are developed so that they work for everyone.
The survey is open until Saturday, 31 January 2026 and will take no more than 15 minutes. Please complete and share the survey, your input will make a real difference.
