Children’s Front door Offer (SaPH) – The right support at the right time at the right threshold - Closure of the consultation line
As part of ongoing development of the children’s front door we have reviewed our offer to partners.
Closure of the consultation line
The Consultation line closed on 22nd July 2025.
The Consultation line was set up in 2020 to support partners when the new Effective support guidance was introduced. The offer was an anonymous consultation with an advanced social work practitioner to determine if a safeguarding request for service was needed or an early help offer of support.
We have reviewed this offer in line with a reduction in use, the purpose of the original offer and how this has developed; and considering how best we can support our partners to ensure children and families receive the right level of support alongside the new developing early help offer.
Front door Safeguarding and Partnership Hub (SaPH) offer:
Written requests for service (RFS)
Partners can send written RFS to the Front door for consideration at any time of the day. Partners are expected to review the effective support guidance to support their understanding of level of need. RFS are reviewed daily and a decision is made based on the information if screening by the safeguarding Hub or early help hub is needed.
Immediate concern line
Partners can call the immediate concern line if they have any immediate concerns about the safety of a child and they will receive an immediate response from an ASWP.
Partner Engagement Meeting (PEM)
The PEM will relaunch 4th September offering a virtual Drop in session every Thursday 3:30-4:30. A representative from the Safeguarding Hub and Safeguarding in Education Team will be in attendance to guide and support multi-agency colleagues. The drop-in provides the opportunity to discuss and reflect on multi-agency practice to identify need, risk and response with partners to reinforce consistent embedding of threshold across partner agencies and embedding of good practice and service improvement.
Safeguarding in Education team (SIET) advice
Education Partners can continue to call and email SIET for any advice around non-urgent safeguarding matters for children.
Advanced Social Work Practitioner Advice
Partners can call the front door for advice and speak to an ASWP if they remain concerned around the safety of children and other avenues of support have been explored including the use of Safeguarding leads and the above options.
Social Work Advice will not be anonymous and will not be recorded.
An ASWP will review the information held about a child to support partners to determine the level of need for a child and if a RFS is needed.
If a child is not known or there is little information held this will indicate that no further action is needed or an early help offer is the proportionate response in the first instance.
If a child is known and the information shared increases concerns an ASWP will consider threshold and may recommend screening by the Safeguarding Hub. A contact will be created immediately and a RFS should be completed asap.
Ongoing development
The Front door will continue to review and develop their offer which will include ongoing consultation with key partners.
