Safeguarding adults boards were set up in 2014 under the statutory duties of the Care Act 2014, however most local authority areas established a board long before that time.
East Riding Safeguarding Adults Board (ERSAB) works to ensure that the East Riding of Yorkshire is a place where adults at risk of harm are able to live an independent life free from harm. Our vision is for our area to be a place where adults at risk of harm are able to live an independent life where:
- abuse is not tolerated
- everyone works together to prevent abuse
- services respond effectively when abuse is suspected or happens.
The Safeguarding Adults Board is in place to help everyone to work together in the most effective way possible. The Board does this by setting out procedures and plans based on an overall strategy. Our three-year strategy sets out our six key principles, that is, Empowerment; Prevention; Proportionality; Protection; Partnership and Accountability. We also provide safeguarding training to our independent social care providers. We have a mix of statutory agencies and none statutory agencies who have roles to protect adults from all types of harm and abuse. We have an independent chair and small back-office team who ensure the board runs smoothly and operate their statutory responsibilities effectively.

Training Calendar
The ERSAB September – December training calendar is now available. With the appointment of Lynne, we can offer the following training:
- Level 1 Recognising Adult Abuse.
- Level 2 Mental Capacity Act.
- Level 3 Section 42.
New: the two level 3 courses Section 42 and Role of the Manager are now being delivered in person.

Safeguarding Adults Week
18 – 22 November 2024
Partners from Hull Safeguarding Adults Partnership Board and the East Riding Safeguarding Adults Board are coming together to develop an extensive programme of learning events, seminars and interactive sessions as part of Safeguarding Adults Week 2024 (18-22 November).
Spurred on by the success of Safeguarding Adults Week 2023 the safeguarding partners are working with the Anne Craft Trust to deliver a number of free online sessions.
The full programme of events is yet to be finalised, all the agencies involved will be sharing information across their social media channels and website in the run up to Safeguarding Adults week. To follow along, look for the hashtag #safeguardingweek2024

Hoarding Training Toolkit and Training
A hoarding toolkit has been developed to support those people who are working with adults who hoard. Multi-agency training has been collaboratively produced with subject matter experts working with adult social care, via the ERSAB Training and Development Sub-Group, and other professionals. This training comprises an eLearning package, which serves as both stand alone awareness raising training and as a pre-requisite for completion prior to learners going on to attend a one-day face-to-face course.
The eLearning is in development at present. Once this training is ready for launching this will be communicated out via various methods including the next edition of this newsletter and the website.

Launch of our engagement strategy
The ERSAB Engagement strategy has now been produced and reflects a range of views gathered from professionals, as well as different communities of adults across the East Riding.
The aims of the Engagement strategy are to:
- To set out how the Board will communicate safeguarding information effectively and consistently with adults, the community and our partners.
- To understand the different ways that the Board listens to the voices of adults highlighting concerns, views and experiences of safeguarding and how the Board acts upon these.
- To identify meaningful ways that carers and adults with lived experience of safeguarding, as well as their families and communities, can be involved in the work of the Board.
This Engagement strategy has been co-produced with adults across different communities of East Riding, who have participated in a number of sessions to advise us on how best the Board can capture their voice, and the voice of other adults, when carrying out its statutory duty to safeguard adults from abuse and neglect in the East Riding. There will also be an engagement action plan which will show how we enact the strategy.

Following International Day for the Elimination of Violence Against Women and Girls, and to acknowledge and close the 16th Day of activism on the 10 December 2024, we are proud to be hosting a live streaming of the full 90-minute docudrama LOVE? depicting Sam Beckinsale's lived experience of coercive and controlling behaviour.

Multi-agency procedures
The multi-agency safeguarding procedures are currently undergoing review to make them easier to use and these will be uploaded shortly. In the meantime the procedures that are already available on the website remain in-use and are legally compliant.

Vulnerable adults risk management (VARM)
There is already a procedure in practice known as the VARM. This is currently being revised jointly with Hull local authority and will become the multi-agency risk management process (MARM). This process is to be used when an adult has capacity but may be making some decisions which are high risk. The procedure will be going to both the East Riding and Hull partnership meetings for approval at the September and October meetings and after that there will be some training planned.

This has recently been approved and is already available on the website.Training for partners and others will become available shortly.

Safeguarding adults reviews (SARs)
SARs are a requirement of s44 of the Care Act 2014. These procedures have been reviewed and are available on the website.

At a recent care provider forum, a request was made to the ERSAB for some guidance around falls and safeguarding.
We have worked together with Adult Services and the City Health Care Partnership and have produced the attached document.

Domestic abuse practitioner standards (DAPS)
In summary, the guide aims to:
• Improve recognition and understanding of the circumstances in which adult safeguarding and domestic abuse overlap and should be considered in tandem
• Contribute to the knowledge and confidence of professionals so that the complexities of working with people who need care and support, and who are also experiencing/ reporting domestic abuse are better understood, and better outcomes for people can be achieved as a result
• Offer good, practical advice to staff and managers to ensure that older, disabled and mentally ill people in vulnerable circumstances have the best support, advice and options for resolution and recovery if they are harmed or abused by a partner or family member
• Identify some of the organisational developments which can support best practice in this area.

The board and local authority staff have produced a number of what-if cards which are a resource to help independent providers to make decisions about the actions required to take in a number of different scenario’s. These are available on the website www.ersab.org.uk. The next one to be added will be about sexual abuse so keep an eye out for this.

Safeguarding Champions
Join the safeguarding champions network every third Friday of the month for an hour from 11.30-12.30 on MS Teams.
Who are the safeguarding champions?
The Safeguarding Champions network is a collective safe place to discuss safeguarding practices, processes, legal literacy, case law, support development, discuss safeguarding trends and support ongoing continued professional development. By providing a protected space to discuss practice issues, it is believed that this should increase our skills and confidence when completing and undertaking safeguarding adult activities.
Why do we have safeguarding champions?
The operation of this group provides an arena to improve practice and skills, support accountability in practice, share learning back to organisations and build upon key aspects of relevant legislation, accountability in practice and law. It will also be an opportunity to discuss any local or national emerging themes and trends in terms of safeguarding referrals and share and disseminate information to be cascaded.
Who can attend the meeting?
Everyone is welcome from across the council, partners, providers and voluntary and community services. We ask that one representative attends from your organisation, service or team and then cascades back any information or learning. Events typically include a guest speaker about a key topic of interest.

ERSAB are working with colleagues from across Adult Health and Social Care and members of the public to review the way that safeguarding concerns are reported. We are in the process of developing:
- A new concerns portal for members of the public
- A new concerns portal for Adult Health and Social Care colleagues
- A new portal to report quality concerns
Further details will follow, but in the meantime please report all concerns in the usual way.
