East Riding Local Plan Update Examination in Public
 CONSULTATION ON POST-HEARING
NOTES (1, 2, 3, 5, 7, 10, 14, 15)

Dear Sir/Madam ,
We are writing to you because you have previously shown an interest in, or the Council believes you may have an interest in, the East Riding Local Plan Update (2020-2039).
The Local Plan sets out the vision and planning policies for the area for the next 15 years. It is a key driver in determining planning applications and development opportunities, including identifying land allocations for specific types of development such as housing and employment in the East Riding.
The current Local Plan was adopted in 2016 and has been undergoing a process of review and update. We previously sought people’s views in 2018, 2021 and again in 2022. The Local Plan Update was then submitted to the Planning Inspectorate in March 2023, at which point an independent Planning Inspector was appointed to hold an Examination in Public.
Examination hearing sessions took place in October and November 2023. Following these sessions, the Inspector has requested that the Council produce a number of post-hearing notes to provide further evidence on specific issues. These notes will assist the Inspector in examining the soundness of the Local Plan Update.
Post-Hearing Notes
We are now seeking your views on certain post-hearing notes, which the Inspector has specified for your consideration. Any comments received will be considered by the Inspector as part of the examination process.
Between Tuesday 14th May 2024 and 11.59pm on Tuesday 25th June 2024, you are invited to comment on the following post-hearing notes:
Note 1 – Relationship between housing and employment growth
Note 2 – Sustainability Appraisal: Consideration of Additional Options relating to the Scale and Distribution of Development
Note 3 – Flood Risk of site LEV-7 in Leven
Note 5 – Gypsies and Travellers
Note 7 – Additional or revised site assessments
Note 10 – Local Plan Update Housing Trajectory, including Five Year Housing Land Supply 2025/26-2029/30
Note 14 – Proposed amendment to Policy C3 (put forward by the Local Planning Authority)
Note 15 – Re-allocation of site COT-L for Gypsy and Traveller Pitches. The Council is proposing to re-allocate site COT-L (Land at Eppleworth Road, Cottingham), for the provision of 13 Gypsy and Traveller pitches. The site is currently allocated in the adopted Local Plan (2016) but was proposed for de-allocation in the submission version of the Local Plan Update. A note on the proposed re-allocation has been produced, and your comments are being sought.

The post-hearing notes will be available to view on the Programme Officer’s website from Tuesday 14th May 2024, at www.localplanservices.co.uk/eastriding. The notes can be found in the ‘Examination Documents’ section.
How to comment
All consultation responses should be received by 11:59pm on Tuesday 25th June 2024. Late responses may not be considered by the Inspector as part of the Examination.

A further hearing session has been arranged for Tuesday 16th July 2024, with an additional reserve session on Wednesday 17th July 2024, to cover any outstanding matters following the consultation.
You should clearly state in your response whether you wish to participate in the hearing session, should the Inspector consider it necessary. Please continue to check the Programme Officer’s website (https://www.localplanservices.co.uk/eastriding) for further updates and details of the hearings programme.
A copy of all comments will be made available to the Planning Inspector. Comments will also be made publicly available on the Programme Officer’s website in due course after the consultation period has ended. The Council only redacts personal data in respect of email addresses, telephone numbers and signatures. Names will be visible.
