Changes to Early Years Pupil Premium (EYPP) from April 2024
The EYPP gives providers additional funding to support disadvantaged children accessing an entitlement place.
For 2024 to 2025, EYPP will be extended to all 2-year-olds and under accessing the entitlements and meeting the eligibility criteria detailed below.
We have amended the letter which can be found with the other document links above.
Eligibility
A child will be eligible for EYPP if the child receives either:
- the universal 15 hours entitlement for 3 and 4-year-olds
- the 15 hours entitlement for disadvantaged 2-year-olds
- from April 2024, the 15 hours entitlement for children aged 2 years of working parents
- from September 2024, the 15 hours entitlement for children aged 9 months to 2-years-old of working parents
and they meet any of the following criteria:
- their family gets one of the following:
Children who fall under the below criteria must not be added to the e-Hub as it only checks financial eligibility. Please contact FISH by telephone with the child's name, address, date of birth and parents name to apply for EYPP.
- they are currently being looked after by a local authority in England or Wales
- they have left care in England or Wales through:
- an adoption order
- a special guardianship order
- a child arrangements order
If a child qualifies for EYPP under more than one set of criteria, they will only attract the funding once.
EYPP is not payable on the additional 15 hours entitlement for 3 and 4-year-old children of working parents.

Changes to Disability Access Fund (DAF) from April 2024
A child will be eligible for the DAF if:
and the child receives one of the following:
- the universal 15 hours entitlement for 3 and 4-year-olds
- the 15 hours entitlement for disadvantaged 2-year-olds
- from April 2024, the 15 hours entitlement for children aged 2 years of working parents
- from September 2024, the 15 hours entitlement for children aged 9 months to 2 years of working parents
Please note that children do not have to take up the full 570 hours of early education that they are entitled to, in order to receive the DAF. Children will be eligible where they take up any period of free entitlement and receive DLA.
Childcare providers will need to complete the Disability Access Form found on the Working with Children page on the FISH website. This form will then need to be sent to FISH along with the child’s DLA award letter. You must have sent in this application before headcount closes.

2-year Funding Changes
Working parents will need to visit the below link to make an application for the new entitlement: https://www.gov.uk/apply-free-childcare-if-youre-working and will be provided with an 11 digit code (the same as the 30 hour 3&4 year funding codes) these are only made up of numbers and can be checked using the eligibility checker open throughout the year on the Ehub.
The codes should have the below information:
- a start date of before the 31st March 2024
- if the end date is on or before 8th April 2024 the parent has to reconfirm otherwise cannot access their funding in the summer term.
- Grace period is not applicable this term as they cannot start their funding in the grace period as they have not accessed it in a previous term.
Parents who don’t meet the criteria for the above will need to visit Parent Portal: Home (eastriding.gov.uk) to make an application.
They will receive a code like that shown below, this is a 6-digit code made up of letters and/or numbers. These cannot be checked on the eligibility checker on the Ehub. You will need to make sure you have the following proof:
- screen shot of parental account along with a confirmation email showing when they applied or a letter showing the code
- Or if they are from a neighbouring authority/moved from another local authority will have a letter showing eligibility.
