The council has prepared and is inviting comments on a Draft Flood Risk Sequential and Exception Test Supplementary Planning Document (SPD). The consultation commences today and comments on the draft document should be received on or before Friday 5 March 2021.
SPDs build upon and provide more detailed advice and guidance on the application of policies in the East Riding Local Plan. The current Local Plan (2016) guides the amount, location and type of development that will take place in the East Riding until the year 2029. The Draft SPD has been prepared to provide a step-by-step guide for applicants, planning officers and developers on how the sequential and exception tests for flood risk (which aim to steer development away from areas at risk of flooding and ensure development is safe) will be applied when preparing and determining planning applications. It will also assist in the application of the Local Plan Strategy Document Policy ENV6 Managing Environmental Hazards.
Once adopted, the SPD will become a material consideration in determining planning applications in areas of flood risk.

In light of the ongoing Coronavirus pandemic, this is a largely digital consultation in line with the Coronavirus amendments to national planning regulations. The Draft SPD, Screening Reports for Strategic Environmental Assessment and Stage 1 Habitat Regulations Assessment (which consider whether these assessments are required), response form and accompanying consultation documents are available to view online at www.eastriding.gov.uk/spd
