 Help shape your future council websites
The future East Surrey Council and West Surrey Council websites are being developed ahead of their launch in April 2027.
We're inviting residents, businesses, community groups, staff and visitors to take part in a short survey to help us understand how people would expect to find information and services online.
The survey takes around 5 to 10 minutes and will help shape how information is organised on the new websites.
The survey closes at 10am on Monday 5 October.
 Elmbridge to begin work on new Local Plan
We are beginning to prepare a new Local Plan, as required under the government’s new planning system. While local government reorganisation is underway, Elmbridge remains the local planning authority and must meet these legal requirements.
Starting now will help build a strong evidence base for the borough’s future and give local communities the opportunity to have their say.
 Don't miss out on a refund you may be entitled to
Some parking fines (Penalty Charge Notices) (PCNs) were issued in error due to a procedural issue affecting parking arrangements between January 2020 and April 2026.
If you received a parking fine in one of our car parks during this time, you may be able to claim a refund. Over 1,300 residents and visitors have already checked whether they are eligible.
What you need to apply:
- your name and contact details
- your vehicle registration number
- proof that you paid the parking fine
- your bank details so we can pay your refun
Apply for a refund for an incorrectly issued parking fine using the online form or if you cannot apply online, call us on 01372 474 474.
 Hurst Pool refurbishment update
Work started on 7 September on the refurbishment programme, and we're pleased to share these photos of the work in progress.
With the project now underway, contractors on site are carrying out the initial strip-out and preparation works.

 Changes to planning decisions: what it means for you
From 31 October 2026, new national planning rules introduced by the government will change how some planning applications are decided across England.
We understand that planning decisions matter to residents because they shape the future of our communities. While councils will be required to follow these new national rules, local priorities and the needs of our communities will continue to play an important role in planning decisions.
The changes will set out which applications must be decided by planning officers and which may be considered by planning committees.
