 Government announces two new councils for Surrey
On Tuesday 28 October, the government announced a significant reorganisation of local government in Surrey. The county’s existing twelve councils will be replaced by two new unitary councils, creating a simpler and more efficient system for delivering all local government services across the county.
The creation of two unitary councils in Surrey means that from April 2027 an East Surrey unitary authority will replace the current areas covered by Elmbridge, Epsom and Ewell, Mole Valley, Reigate and Banstead, and Tandridge councils. A West Surrey unitary will take over the areas of Guildford, Runnymede, Spelthorne, Surrey Heath, Waverley, and Woking.
In 2027, the new unitary authorities will have responsibility for all services including waste collection, planning, adult social care, children’s services, and highways.
Elections for the new councils will take place in May 2026, with the new authorities formally taking over responsibilities from 1 April 2027.
In the meantime, Elmbridge Borough Council will continue to support you and provide local services and Surrey County Council will continue to have responsibility for highways, schools and adult and child services for example, as they do now.
 Remembrance in Elmbridge
On Sunday 9 November, communities across Elmbridge will come together to mark Remembrance Sunday, a solemn occasion to honour the service and sacrifice of those who have defended our freedoms.
Parades and services will take place across Elmbridge, with road closures in place to support these commemorations.
 Elmbridge Climate Change Citizens’ Panel final session
The Citizens’ Panel concluded its final session on 18 October, wrapping up a collaborative journey to explore local actions addressing climate change and environmental protection.
Panel members took the lead in drafting practical recommendations, supported by facilitators from Shared Future. These draft proposals are now being prioritised and refined by the panel, forming the basis of a forthcoming report to Elmbridge Borough Council.
 Free anti-harassment training
Healthy Surrey are offering free, 30-minute anti-harassment training sessions, designed to help the public and professionals recognise and safely respond to harassment when they witness it.
This training is ideal for anyone who lives, works or socialises in Surrey and wants to promote safer, more inclusive spaces for everyone.

Surrey County Council, in partnership with trusted provider iChoosr, is offering two group-buying schemes to help residents save money and reduce their carbon footprint. The registration deadline has been extended to Friday 14 November.
