Tackling unauthorised moorings at Cigarette Island
On Wednesday 25 June, Elmbridge Borough Council, in collaboration with the Environment Agency, Surrey County Council and Surrey Police, conducted a coordinated enforcement operation at Cigarette Island along the River Thames.
This action follows the introduction of a Public Spaces Protection Order (PSPO) targeting unauthorised moorings on council-owned land. The operation reinforces the council’s commitment to maintaining the riverbanks in the borough for the safe and lawful use of all residents.

New PSPO to crack down on unauthorised moorings in Elmbridge
We are now leading the way in addressing the problem of unauthorised moorings on land owned by Elmbridge and we're taking decisive action to protect our riverside sites with a new Public Space Protection Order (PSPO) enforced from the 23 June.
These unauthorised vessels are not just an eyesore but bring anti-social behaviour, environmental damage and serious safety risks for other river users.
Anyone mooring for longer than 24 hours at the sites covered by the PSPO will face Fixed Penalty Notices of £100.
