Pavement licensing policy consultation

East Devon District Council is consulting on a draft Pavement Licensing Policy for businesses to place furniture on highways for food/drink service, following permanent transfer of licensing authority from Devon County Council to district councils via the Levelling Up & Regeneration Act 2023.

The policy, developed by Devon Licensing Officers Group for consistency across Devon and Cornwall, will ensure fair and consistent administration of licenses that were previously temporary under the Business & Planning Act 2020.

The proposal aims to streamline the process that began during the Covid pandemic, with temporary licenses having expired September 30th, 2024.

Consultation closes 30 September 2025 at 5pm.

Thank you again for your valuable input in shaping these improvements to local community spaces.

Marlcombe chosen as name for East Devon’s new town

Over the summer, East Devon District Council (EDDC) asked residents, community groups and businesses to have their say on four potential names for the new town, planned near Westpoint. More than 1700 people took part in the consultation, with Marlcombe emerging as the clear favourite, winning 54.5% of first-choice votes.

The name was formally approved by EDDC’s Cabinet on 3 September 2025.

Why Marlcombe?

The name Marlcombe appeared on 17th-century tithe maps describing part of this exact site. Restoring it brings back an authentic local place name, giving the town a strong identity rooted in its history while looking to the future.

Other shortlisted names were Newton Clyst, Willowcrest, and Clysthope, each reflecting different aspects of the area’s story.

Overnight motorhome parking in EDDC car parks – Exmouth

Update on Motorhome Parking in Exmouth

Thank you to everyone who took part in consultation and helped shape the future of overnight motorhome parking in Exmouth. Your feedback, alongside the work of the Exmouth Motorhome Task & Finish Forum, has directly informed the improvements now agreed by East Devon District Council’s Cabinet.

  • Maer Road Car Park: A new freshwater tap and waste disposal points will be installed to support responsible tourism and reduce inappropriate wastewater disposal.

  • Queen’s Drive Echelon: New bay markings will help maintain safe distances between vehicles.

  • Charges & Enforcement: Overnight charges will rise from £11 to £20 per night, with £5 from each stay funding motorhome and tourism enforcement activity.

  • Stay Limits: A RingGo-only payments trial will limit stays to two nights, with a 72-hour gap before vehicles can return. Daytime parking remains unchanged.

These improvements will be funded through existing capital funding, with ongoing management covered by the revised overnight charge.
