As a motorcycle trainer or an approved training body (ATB), this will mean the following for you and your trainees:
When attending for training
You must check the photo card licence for ID purposes.
You won’t need to check that all full car and provisional licence holders will have provisional moped and motorcycle entitlement – this is confirmed by DVLA.
You’ll need to make sure riders meet the minimum age requirement. In the case of progressive access, they’ll need to have held their full licence in the lower category for at least two years.
You won’t need to carry out any further routine licence entitlement checks. However If you have any doubts, for example when upgrading licences or for insurance purposes, you can do this by using either of the following methods:

‘Share Driving Licence’, DVLA’s new online driving licence enquiry service
- DVLA’s existing telephone, post and intermediary enquiry services

When presenting for test
Your trainee will need to show the examiner the following documents:
- photo card licence
- theory test pass certificate (or confirmation) if not exempt from taking the theory test
- compulsory basic training (CBT) certificate
You must make sure they bring their module 1 test pass certificate to their module 2 test.
There won’t be an entitlement check – this will have been carried out at the time of booking the test.
Change of address on licence
- driving examiners won’t be able to offer the ADLI route if the trainee has a change of address
- the examiner would mark the ‘licence not received box’ and give their licence back to them
- the examiner will need to tell them to apply for their full licence using the form ‘D1 ‘Application for a driving licence’ (available from the DVLA form ordering service and some Post Offices)
If your trainee is an EU/EEA licence holder
- they’ll need to apply to DVLA for a D91 form to be able to book their test – this will replace the UK counterpart
- they won’t need to bring this form along to their test because the entitlement check will have already been carried out at the time of booking
