  Supporting health and social care providers in Devon

Devon County Council’ inspection by the Care Quality Commission has been announced, with a visit in September. The self-assessment prepared by the local authority to inform the inspection has been published on our public website and a link can be found in this issue.

We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Care Quality Commission to inspect Devon County Council Adult Social Care in September

On Monday we received notification that the Care Quality Commission (CQC) will be in Devon the week of the 29 September 2025 to conduct an inspection of the County Council's delivery of its adult social care duties as set out in Part 1 of the Care Act 2014. 

The CQC will judge us across the four themes below, and we will receive one single word judgement as an outcome of the inspection:

These themes are covered in our self-assessment which we submitted to the CQC in March this year.

Next steps

The process from this week is that we have a 2 week period to submit further information to the CQC and ensure that we put in place the arrangements that will enable the delivery of the CQC-led timetable across the week they are in Devon.

That will include CQC inspectors talking to staff, elected members, providers, partners, and the people we serve.

Based on national timeline we expect our judgement and inspection report to be published around four months after the inspection week has been completed.

Reminder: Engagement on the ASC Care Home Contract (all ages) & Older Persons Care Home Fee Model

Devon County Council (DCC) would like to remind all providers to participate in the ongoing engagement on the ASC Care Home Contract (all ages) and the proposed new fee model for Older Persons’ (65+) care home placements.  

The engagement period, which began on 4th August 2025, will close at midnight on Sunday 31st August 2025.    

This is an important opportunity to share your views on the proposed changes. The new fee model will apply to all new and reviewed placements for clients over 65.   

The Provider Engagement Webinar on Tuesday, 5 August, was well attended. Thank you to everyone who participated and provided feedback. The presentation slides will shortly be available on our website.

Capacity Tracker Mandatory Submission Window Opens Friday 8 August

Please note that the Capacity Tracker data submission mandatory window opens on Friday 8 August and will remain open for mandatory updates until 23:59 on Thursday 14 August

Please remember there is a statutory obligation which requires all registered providers to submit data via the Capacity Tracker between the 8th and 14th day of every month. Providers risk being issued with a Notice of Intent if they do not update mandatory data 3 months consecutively or 4 times within a 12-month rolling period


Free Regional Delegated Health Care Activities Event on 11 September in Taunton.

‘Delegated healthcare in action: Local voices, shared solutions’ is a Skills for Care in-person, regional roadshow event to explore how delegated healthcare activities are supporting people and adult social care providers. The roadshow will bring together everyone involved in delegated healthcare activities, ranging from registered professionals who delegate healthcare activities and commissioners, to providers and people who draw on care and support.

The events will draw on local insights and address common challenges to promote safe and personalised delegation. They are an opportunity to network with others delivering delegated healthcare activities in your region. You’ll also be able to find out what’s new and innovative and share with others what’s working well in your area.

The roadshow is open to anyone interested in delegated healthcare activities across adult social care.

Roadshow speakers wanted

Skills for Care are looking for 3 speakers who can represent the following perspectives:

  • Person with lived experience in receipt of delegated healthcare activity (i.e. an individual employer and their PA)
  • Provider/regulated professional delegating activity to a care worker
  • System lead (ICB) or commissioner who has a delegated healthcare activities system/project/pilot in place and can demonstrate impact.

Click Online Learning System Changes: Video and Guide

Flourish have made changes to the Click Online learning and management system. These include a new sign-in page and chat function, a new manager and learner dashboard and a training matrix.

To help system users a helpful video and online guide have been produced.

Myth-busting about the Adult Social Care Workforce Dataset (ASC-WDS)!

Do you think the ASC-WDS is a complicated and time consuming? Think again!

To be eligible for the Learning and Development Support Scheme for funding for training, you will need to update the Workplace information and Staff records every 12 months. This only takes 4 minutes per staff member.

Workplace information:

  • Do you provide any other services?
  • If applicable, what service capacity do you have?
  • Who are your service users?
  • Do you have any current vacancies?
  • How many staff have joined and left in the last 12 months?

Staff records:

  • Personal details and demographic information
  • Employment details such as contracted hours, salary and sickness
  • Qualification details such as the highest level attained and whether the Care Certificate has been completed.
