Pilot Contract Monitoring Process
An important development is happening, regarding contract monitoring within Devon County Council (DCC).
As part of our ongoing commitment to ensuring quality delivery and strong partnerships between DCC and care providers, we will be rolling out a pilot to test a new contract monitoring process with a selection of providers.
The benefit of a pilot is to test and refine our approach to contract monitoring, ensuring it is effective, fair, and beneficial for all those involved.
Why Are We Doing This?
Contract monitoring is a crucial component of maintaining and improving the quality of care across our provider markets. By piloting this process, we aim to:
- Establish a clear and consistent approach to contract monitoring across the markets
- Identify areas where services do well and also where improvements can be made, with the goal of enhancing the delivery and quality of care provided
We will work closely with providers who are part of the pilot to ensure that the monitoring process is supportive, collaborative, and focused on shared goals
Benefits to Providers
Providers identified to be part of the pilot will have the opportunity to shape the final monitoring process, ensuring it is practical and beneficial for all.
You will receive feedback on your services, highlighting strengths and providing constructive suggestions for improvement.
Provider feedback during the pilot will be invaluable in refining the process, ensuring it is as effective and supportive as possible when rolled out more widely.
Next Steps
We will identify a range of pilot sites across the market to participate in this initial phase. We will select a diverse group of providers to ensure the process is tested in different settings.
Once the pilot sites are identified, we will work closely with those providers to implement the pilot, and seek feedback to support us to refine the contract monitoring process. Your feedback will be crucial, and we will be seeking your input throughout this phase.
After the pilot is complete, we will review the results and make any necessary adjustments before rolling out the finalised process across all markets.

Workforce survey for ASC Providers
DHSC have launched a survey for Care Home and Home Care providers asking for their views and experiences with recruiting and retaining staff within their location(s), the survey is accessible through providers Capacity Tracker account covering questions based on:
- Current experiences
- Concerns
- Barriers to recruitment
- International Recruitment.
Please take this opportunity to complete the survey before the closing date on 19 September, all feedback is greatly appreciated.

Celebrate World Mental Health Day with the Devon Wellbeing Hub
World Mental Health Day takes place on Thursday 10 October and this year’s theme is “it’s time to prioritise mental health in the workplace.”
To mark the occasion, the Devon Wellbeing Hub are hosting two webinars during the week.
Keeping Well at Work:
To start the week, Anna Croucher, Senior Colleague Wellbeing Practitioner, will be running a ‘Keeping Well at Work’ session on Monday 7 October, 2-3pm.
Anna said: “When we think of mental health we often think about mental illness, however taking practical steps to boost our health, wellbeing and contentment is something that should be on all of our agendas.
“This hour long workshop is geared towards providing you with practical tools to keep well at work. Drawing from different approaches including CBT, Mindfulness, Acceptance and Commitment Training and positive psychology, you will have not only the space to consider your own wellbeing but some techniques to boost it.”

Come and meet some members of the Hub team and find out more about the wellbeing support on offer during this webinar on Thursday 10 October, 11.45am-12:30pm.
Both sessions will take place on MS Teams and all colleagues working in healthcare, social care, the police and VCSE organisations across Devon are welcome to join.

Dementia Awareness session - reminder
The Rose Care Group are holding an Alzheimer’s society led dementia friends’ session about Dementia and how to provide better care for loved ones. The event is being held at The Recreational Ground Newton Abbot on 1 October 7.15-8.30pm.

Evolve Care Group “Driving” Excellence In Elderly Care - Good News Story
In a meaningful move towards supporting the standard of care and encouraging a continuation of life among residents, Evolve Care Group recently invested in a fleet of new cars for its care and nursing homes across the Southwest region. This initiative goes beyond providing reliable and comfortable transportation; it demonstrates the group’s commitment to ensuring that residents, whom they affectionately refer to as family members, continue to experience life as fully as possible.
Upon the arrival of the 6 new cars and 2 mini-buses at Evolve’s central support office in Bristol, a team member from each care home collected the keys and brought the vehicles to their new homes. When asked by Car Company Wholesale, the supplier of the vehicles, why Evolve didn’t choose to fix marketing signage on to their cars, the response was clear "where is the dignity in that?" said Mark Reed, COO for the group. "These cars aren’t purchased for advertising purposes; they are for our family members."
This aligns perfectly with Evolve’s philosophy of supporting a continuation of life, Mark went on to say that “if our family members were living at home, engaging with the community would be a normal part of their daily life. Our goal is to keep that sense of continuity, ensuring that even though they are now living in a care home, they still get to enjoy the connections you form in a community life.
