It’s half-term for many, so we have a shirt issue this week, but it does contains important information about Extra Care Housing market developments.
We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.
Extra Care Housing Market Engagement Opportunity Webinars
Devon County Council (DCC) is seeking to establish a Flexible Purchasing System (FPS) for Extra Care providers able to deliver care and support services into Extra Care Housing (ECH) schemes in Devon.
Service providers will be required to staff an onsite and exclusive team at the individual Extra Care schemes that they are appointed to. They must occupy an onsite office space and be registered as a specific location with the Care Quality Commission.
The FPS will be comprised of two Lots:
Lot 1 - Care and Support Services:
- Core provision to ensure care and support cover 24-hours a day including social inclusion and response to unplanned care needs
- The provision of commissioned one-to-one care and support that a significant number of people living in Extra Care Housing require and for which they are eligible under the Fair Access to Care Assessment criteria.
Lot 2 - Innovation and Future Working
- This Lot will enable DCC to continue to develop its ECH model over the lifetime of the FPS, giving providers opportunities to innovate and work in different ways when opportunities arise.
DCC currently commissions care and support into six Extra Care Housing schemes, of which four schemes will be called-off for immediately, as part of the tender to establish the FPS.
An additional two services are currently in development with planned completion dates between Autumn 2027 and Spring 2028, and further schemes are at the planning stage and anticipated to be completed within the lifetime of the FPS.
DCC will be holding online market engagement webinars as discussion sessions to provide further information on the FPS and schemes to be procured under it on:

Great Vaccination progress in Devon Care Homes, please update Capacity Tracker accordingly
As of 21 May the Devon Vaccination teams have completed their first vaccination visits with 100% of Care Homes in Devon, they are now undertaking and arranging follow up visits.
Currently only 49% of all Care Homes have reported their vaccination figures through the Capacity Tracker, so this Devon success is not showing in national reports. Please make sure all Covid-19 vaccination figures are included on your next Care Home Capacity tracker update. Thank you.
If you have any vaccination queries please contact the Devon Vaccination Support Team:
