Devon Safeguarding Adults Service changes
As you will be aware, Devon County Council has been undergoing operational changes to the delivery of Safeguarding Adult duties across the County.
Devon Safeguarding Adults Service:
Plans are actively being implemented for the centralisation of the three-locality based Safeguarding Adult Hubs that have been operating across Devon, within the Care Direct Plus Centres.
Moving forward, the three Safeguarding Adult Hubs will now operate as the Devon Safeguarding Adults Service.
Please note that the Devon Safeguarding Adults Service will and will no longer sit within the Care Direct Plus Centres’ portfolio and will be a standalone service within Devon County Council, led by the newly appointed Service Manager, Carly Stanton.
Why is Devon centralising the Safeguarding Adults Hubs?
The service will consist of a single management and leadership structure operating across the County.
This will enable a single point of contact for all Safeguarding Adult referrals made to Devon County Council.
By consolidating and utilising resources more effectively, the intention is to deliver an equitable and timely response to s42 (1) Safeguarding Concerns, and timely decision making and communications in relation to s42 (2) Safeguarding Enquiries, including those that are ‘caused out’ to Partners.

The existing Social Care Assessors, Social Workers and Experienced Social Workers will retain their roles within the new Devon Safeguarding Adults Service and are working alongside Carly Stanton, Nicola Mahony (Centre Manager, Care Direct Plus) and the management team during the implementation and transition period.
How to make a Safeguarding Adults Referral to Devon County Council:
IT systems are currently being updated to reflect the changes and the generic contact details for the Devon Safeguarding Adults Service will be confirmed, via further email communication, in due course. We appreciate your patience whilst these changes are implemented. In the meantime please make safeguarding referrals in the usual way.

IASC have now launched the new Devon Safeguarding Adult Service (DSAS) centralised mailbox, and all safeguarding referrals can now be made direct to:
adultsc.safeguardingadultservices-mailbox@devon.gov.uk
To ensure that referrals in progress are not compromised, the local mailboxes for the previous locality hubs will remain open until 5th May 2024; this is to allow time for the new e-mail address to reach individuals and Partners; and for the updating of public facing web pages. Auto responses have also been set up providing the new shared mailbox address.

Introducing the Adult Social Care Training and Development Fund
In the 2024-25 financial year a new learning and development fund will be launched: the Adult Social Care Training and Development Fund replacing the Workforce Development Fund. Read the new guidance document for information and stay tuned for more details on how to apply available in the summer on our page.
Headlines
- Claims for reimbursement will be made through a digital online claims service, which will go live in summer 2024.
- The fund is intended to be administered by the NHS Business Services Authority (NHSBSA) on behalf of the Department of Health and Social Care (DHSC).
- To be eligible: provide an adult social care service, directly employ care staff in England and have completed the Adult Social Care Workforce Data Set (ASC-WDS).
- List of eligible training under new fund
- This includes care workers who are non-UK nationals, as long as they are legally employed and have a UK National Insurance Number.

Changes to Capacity Tracker Questions

As of 30 April there have been changes made to the Capacity Tracker data collection questions. Please can providers review and complete the questions to support the ongoing collection of accurate and valuable data.

Thank You to Care Homes Care Homes for Covid-19 Vaccination progress, please record them on the Capacity Tracker
Recording progress on Spring 2024 COVID-19 vaccinations has recently been added to the Capacity Tracker, but do far morning only 16 out of 473 care homes had input that data.
Local vaccination team records show that over 67% of Devon’s care home residents have been vaccinated and over 92% of eligible care homes have been visited since the start of the Spring campaign on 15 April. This means so Devon in a strong position but that this is not reflected through the Capacity Tracker, the key way of getting local information to national level.

Disability Focus continuing support for Self-employed Care Workers
Disability Focus is delighted to announce that Simon Tickner is continuing in his role supporting people to set up as self-employed care/support workers (microproviders) in Devon. This position is an extension of the Community Catalysts project that began in 2022 with Devon County Council’s support. A new partnership now exists between all three organisations alongside a shared commitment to ensuring that the unique service that self-employed carers can offer is as reliable and professional as other services in Devon’s adult social care market.
Simon has spent many years working in regulated care services but strongly believes that those requiring care and support should be able to select what is right for them from a range of options. His role is to assist people who are motivated to set up their own small, highly personal, self-employed local business in a way that that ensures they are high quality, legal, safe, and sustainable.

Care Homes invited to join national ‘Quality of Life UKHSA Study’
The UKHSA national adult social care team are involved in a study investigating quality of life of care home residents during an outbreak of infectious disease.
This phase of the study looks at the issue from the perspective of health and social care professionals who have a role in supporting care homes to manage infectious outbreaks. It invites these professionals to take part in a short survey and/or a short interview to find out more about how an outbreak of an infection (such as norovirus, flu, scabies, covid etc) may affect residents’ quality of life.
