With a long Easter Bank Holiday Weekend starting tomorrow, we hope some of you get a good break and we send you all our best wishes.

We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Annual Fees Inflationary Uplift 2024/25 

The annual fees uplifts for 2024/5 have now been agreed…

Care Home Fees 

Personalised fee model 

Hourly Care Cost - The composite hourly rate for Care Staff will increase by 6% from £11.09 per hour to £11.76 per hour, plus on costs at 24.23% and agency and training backfill element. Therefore, the hourly rate will increase from £14.16 to £15.04 per hour.  

Accommodation Costs - There has been no change to the proposal. The council will apply 4% to the weekly fee rates. This means Residential fees will increase from £396 to £412 per week and Nursing fees will increase from £414 to £431 per week. 

Non-Banded Rate and Banded Rates 

The Non-Banded fee rate will be uplifted by 6% and the Banded Fee will be uplifted by 4%.There are a very small number of placements on this contract, providers will be able to ask for people to be reviewed and for the personalised fee model to apply accordingly. 

These rates will be effective from April 1st 2024.

Community-based Services Fees   

An inflation uplift of 4% will be applied to all existing rates, as set out in the specific inflationary award letter. This will be effective as of 1st April 2024.   

Please note that the next payment run will be made up of one week at the old rate and 3 weeks (week effective from) 1st April 2024, at the new rates.

Staff Coaching Opportunities Reminder

We can offer 10 colleagues a programme of six one to one career coaching sessions (six sessions per person) with an external coach. Grey Matter Learning: Part-funded and renewed until March 2025 with Demo Session

With the extension of Grey Matter training, there will be a one hour demo session to learn more about this e-learning platform.

Providers across Devon can access over 100 different eLearning courses from Safeguarding, Medication, Infection control, Wellbeing, with an option to add the Oliver McGowan Mandatory Training part one.

“This training platform has enabled us as a small new company to train our staff to a much higher level in a broader range of subjects. The accessibility features are also unique and ensure understanding regardless of language, dyslexia etc.” – Feedback from a Devon Social Care provider.

NHS and Care Volunteer Responders

The Volunteer Responders programme – now named NHS and Care Volunteer Responders - is being expanded to support adult social care providers in England. You can now arrange volunteer support for recipients of social care, including domiciliary care and people living in care homes. The volunteer services on offer include:

  • Check in and Chat – short-term telephone support consisting of friendly conversations to improve mental health and wellbeing.
  • Pick up and deliver – transportation of medication to people’s homes from NHS sites.
  • Community Response (coming soon) – help with activities including collecting and delivering food shopping and essential items and / or prescriptions and medications.

We encourage providers to update their contact details (especially email addresses) with the Procurement team. We use these details to communicate with providers. It is very important that we reach the correct person in your organisation to receive appropriate referrals and timely updates from DCC, and that you do not miss out on any opportunities. Please ensure we have your most recent email address.


Proud to Care - Career Pathway Tool to support recruitment and career development  

The Proud to Care and Workforce Training and Education Team have developed an interactive career pathway tool with role profiles and a career quiz.  

This will aim to attract more people into careers in the adult social care sector and retain them by encouraging promotion or educational opportunities, as well as enabling them to see the full scope of career pathways across social care.  

We need your help to test out the tool and the role profiles. We are aiming that this will be a career tool that you can use to support career conversations.
