Happy Nutrition and Hydration week! This issue highlights some training and activities available. Please take the time to have a look at what is on offer. Please also be aware that the Consultation on Care Homes Fees Uplift 2024/25 has now closed. 

We do our best to keep the content and structure of our PEN website up-to-date in these fast-changing times and your suggestions on how to improve the website are always welcome.


Inflationary Uplifts


Update to National Guidance

The ordering portal for accessing test kits for outbreak testing has now closed. Guidance will be updated before 1 April to reflect changes to COVID-19 testing. Until then, settings should continue to follow the current guidance. 

Settings should have LFD tests in stock to facilitate outbreak testing and should contact their local health protection team or other local partner if they suspect a COVID-19 or other acute respiratory infection outbreak.

Tests to access COVID-19 treatments for those eligible can be obtained from a local pharmacy. COVID-19 treatments can be accessed via GP surgeries, NHS 111 or hospital specialists.

Nutrition and Hydration week from the NHS

A reminder that they also still have spaces available for our virtual workshops, open to all colleagues working in healthcare, social care, VCSE organisations and the police across Devon. Workshops include; emotional self-care, everyday wellbeing and managing imposter syndrome. Visiting Legislation Update

In December 2023, legislation was introduced to make visiting in care homes, hospitals and hospices a new fundamental standard of care, and monitored by Care Quality Commission (CQC).

The legislation will come into force on 6 April 2024, you are invited to attend a virtual information session to find out more about what the legislation requires you to do as a provider and to ask any questions you might have about the guidance.

 DHSC and CQC colleagues will be running the following sessions:

  • 19 March and 3 April for care home providers
  • 25 March and 2 April for hospital providers
  • 27 March for hospice providers

International Recruitment training opportunities

Right to work checks training for ASC providers

Overview of mandatory right to work checks imposed on all UK employers including:

  • Overview on duty to prevent illegal working;
  • Methods of right to work checks;
  • Recent changes to accepted proofs of right to work;
  • Impact on and overlap with sponsor licence duties;
  • Potential consequences for failure to correctly carry out mandatory checks

Ethical recruitment training for ASC providers

Overview of government guidance on ethical recruitment within care sector recruitment (which is a requirement of the funding) including:

  • Code of Practice for the International Recruitment of Health and Social Care Personnel in England;
  • Restrictions on active recruitment from named countries on the government’s ‘red list’;
  • Ethical use of third party recruiters;
  • Costs of international recruitment being passed on to migrant workers and risks of debt bondage and financial exploitation;
  • Risks of noncompliance with minimum salary thresholds associated with recouperation of costs.
  • Modern slavery risks and sanctions imposed for breaches of modern slavery laws;

Facebook page

The Facebook page has been created to disseminate useful information to overseas recruits.  Please ask providers to share the page with overseas workers.  The page has 48 followers but it would be great if we could grow this further and make better use of it.

Showcasing of your work - Devon webinar 

The first of our showcasing webinars was hosted by the Integrated Care System for Devon, which covers Devon, Plymouth and Torbay. The spoke worked with Plymouth Hope to introduce a social integration framework for overseas workers.  

The aim was to support newly arrived family members of all backgrounds to live, work, learn and integrate based on shared rights, responsibilities and opportunities. It works on removing barriers by providing knowledge and practical support in accessing resources and services enabling overseas workers to contribute positively to the community. 

The Social Integration programme consisted of a delivery of workshops, training and 1-2-1 support to primarily newly arrived adult social care workers in the UK.

The website offers access to useful resources and is available for overseas workers from across the region to access for resources.  However, the 1-2-1 support is restricted, as one would expect, to overseas workers form the One Devon Spoke.

Showcasing your work - Revocations on February 14

On 14 February 2024, Cornwall and Somerset hosted a webinar to share their experiences relating to recent revocations in their areas. Since December 2023, the South West has experienced a handful of Home Office notifications in relation to suspensions and revocations of provider licences.

Experiences were shared across the region by providers and local authorities and key actions were highlighted:

  • education and awareness of recruiting practice for overseas workers, including compliance with statutory requirements;
  • facilitating discussions for local authority ASC Commissioners regarding practice to safeguard the market; and
  • facilitating discussions between ASC Providers regarding recruiting practice

International Recruitment Devon Training Offer: Petroc College and City College Plymouth

Supporting International Recruits in Health & Social Care with Petroc College.

Join our International Health and Social Care short course, tailored to support international recruits aspiring to excel in the UK health and social care sector. This bespoke program has been designed to focus on key areas such as an Introduction to Health and Social Care, terminology used within the sector, the principles of safeguarding, and effective communication techniques. This course is focused on facilitating a smooth transition for international professionals into the UK health and social care sector. To accommodate diverse schedules and commitments, a minimal engagement of 1.5 hours per week for 4 weeks is required. Alternatively, participants have the option to complete the course online, providing flexibility to accommodate individual needs and preferences. The course will run one day a week (1.5 hours) for 4 weeks. It will take place online every Friday, 1.30 – 3.00pm from 15th March to 12th April 2024 (excludes 28 March due to Bank Holiday). Awareness workshops supporting International Recruits with City College Plymouth.

Bed Standards and side rail provision – Post the deadline

Following the recent popular webinar which addressed the MHRA alert on bed rails and we have decided to focus on how areas are implementing the actions set out in the National Safety Patient Alert.

Based on the feedback from the previous session we will concentrate on risk assessment around bed rails, bed levers and turning devices mentioned in the guidance.

NHS and Care Volunteer Responders

The Volunteer Responders programme – now named NHS and Care Volunteer Responders - is being expanded to support adult social care providers in England. You can now arrange volunteer support for recipients of social care, including domiciliary care and people living in care homes. The volunteer services on offer include:

  • Check in and Chat – short-term telephone support consisting of friendly conversations to improve mental health and wellbeing.
  • Pick up and deliver – transportation of medication to people’s homes from NHS sites.
  • Community Response (coming soon) – help with activities including collecting and delivering food shopping and essential items and / or prescriptions and medications.

Grey Matter Learning: Part-funded and renewed until March 2025 with Demo Session

With the extension of Grey Matter training, there will be a one hour demo session to learn more about this e-learning platform.

Providers across Devon can access over 100 different eLearning courses from Safeguarding, Medication, Infection control, Wellbeing, with an option to add the Oliver McGowan Mandatory Training part one.

It is very important that we reach the correct person in your organisation to receive appropriate referrals and timely updates from DCC, and that you do not miss out on any opportunities. Please ensure we have your most recent email address.


Survey for Carers working in Devon and the UK under a Certificate of Sponsorship (CoS)

Your voice can make a difference to UK sponsorships journeys. This Gobby survey is brought to you in collaboration with Devon Integrated Adult Social Care Alliance, Devon County Council, Plymouth City Council and Torbay Council.

Results will be used to inform policy and support that could influence a positive change in the UK.

Proud to Care - Career Pathway Tool to support recruitment and career development  

The Proud to Care and Workforce Training and Education Team have developed an interactive career pathway tool with role profiles and a career quiz.  

This will aim to attract more people into careers in the adult social care sector and retain them by encouraging promotion or educational opportunities, as well as enabling them to see the full scope of career pathways across social care.  

We need your help to test out the tool and the role profiles. We are aiming that this will be a career tool that you can use to support career conversations.
