International Recruitment Training Sessions with Legal Support
South West Councils have partnered with legal firm RWK Goodman to lay on the following training sessions on international recruitment issues.
Compliance Training
Monday 26 February, 11am to 1pm or Wednesday 6 March, 11am to 1pm.
Content includes:
- Overview of Skilled Worker route including basics of points-based requirements for skilled workers.
- Sponsor licence holder compliance duties including: o Specifical of roles of internal key personnel;
- Mandatory reporting duties regarding migrant worker employment/ activities and organisational changes/restructures.
- Mandatory record keeping duties;
- What to do in cases of detected noncompliance;
- Home Office compliance visits and other methods of compliance checking;
- Overview of potential home office sanctions for breaches.
Right to Work Checks
Wednesday 28 February, 11am-1pm or Monday 11 March, 1am-1pm.
Overview of mandatory right to work checks imposed on all UK employers including:
- Overview on duty to prevent illegal working;
- Methods of right to work checks;
- Recent changes to accepted proofs of right to work;
- Impact on and overlap with sponsor licence duties;
- Potential consequences for failure to correctly carry out mandatory checks.
Ethical Recruitment Practices
5 March, 11am-1pm or Wednesday 13 March, 11am-1pm.
Overview of government guidance on ethical recruitment within care sector recruitment (which is a requirement of the funding) including:
- Code of Practice for the International Recruitment of Health and Social Care Personnel in England;
- Restrictions on active recruitment from named countries on the government’s ‘red list’;
- Ethical use of third party recruiters;
- Costs of international recruitment being passed on to migrant workers and risks of debt bondage and financial exploitation;
- Risks of noncompliance with minimum salary thresholds associated with recouperation of costs.
- Modern slavery risks and sanctions imposed for breaches of modern slavery laws;
Please note that each session will be up to 2 hours and will be limited to 20 places so the training is interactive and allows for a Q&A session.

The New Adult Social Care Acute Respiratory Reporting Process - gentle reminder!
Please remember to use the new web-based care OBRA Tool:
- An online Outbreak Risk Assessment Tool for Care Settings (Care OBRA Tool) has been used by the UKHSA Southwest Health Protection Team (HPT) since 31January 2022.
- It is used by Adult Social Care (ASC) settings reporting new outbreaks of Acute Respiratory Infections (ARI’s) including COVID-19, Influenza (flu), unidentified ARI (e.g., chest infections), and single cases of Influenza.
- Due to its success, this Care OBRA Tool has been developed further to allow care settings to report ARI outbreaks directly onlinevia a new web-based Care OBRA Tool without needing to call/email the HPT first, thus saving valuable time.
- This new web-based Care OBRA Tool being launched 22nd August 2023, incorporates a degree of automation to the assessment process and advice given, so that providers receive a copy of their submitted information immediately and an initial advice email based on the infection and risks reported.
- SW HPT staff will still review the data manually and provide further advice when required.

Countywide Strategic Forum on 28 February
The next meeting will be held on 28th February from 1 to 3pm.
We all know how a strong workforce is to the success of social care. In an exciting development, nationally, Skills For Care is leading the development of a new strategy for the adult social care workforce.
Devon’s Ian Hobbs is part of one of the expert groups which is contributing to the strategy, with a particular focus on Recruitment and Retention. In the first meeting of that group Ian proposed that we engage Devon’s adult social care providers in this work.
In the first phase of strategy formulation the expert groups are all meeting through February and so we would like to invite you to join with us so that your thinking can inform the strategy. This is a rare opportunity to participate in the formulation of such an important national strategy and we hope you will join us at this event (and subsequent meetings).
Below is a brief but not exhaustive outline of headline agenda items.

- Asking the miracle question - What would adult social care look like to you if fixed?
- The Shape of workforce and the challenges that effect recruitment/retention

Fully Funded Coaching Workshops at Buckfast on 29 February and 7 March
The NHS are offering two fully funded, in person workshops for colleagues in social care who have an interest in coaching and would like to develop their skills. The workshops are 29 February and 7 March at Buckfast Abbey Conference Centre. The focus will be on career coaching to enable people to build their career within their organisation. The workshops will be led by the South West Leadership and Talent Team.
These workshops, will introduce participants to fundamental coaching skills and Scope for Growth. Coaching fundamentals include understanding the power of contracting, listening and asking insightful questions in order to support individuals to achieve their goals. Scope for Growth is a new career conversation tool, which promotes an inclusive career conversation and provides an opportunity for everyone to take ownership of their own development and career aspirations, whatever those maybe.
This person-centred framework supports those who want to develop within their current role, as well as those ready to take their next career step within their own organisation; putting colleagues in the driving seat of their career development.
During the session, participants will be given an opportunity to test out their coaching skills in a safe space and practise these through utilising the Scope for Growth career conversation tool. Professionals working in every social care setting should feel equally supported to develop their skills, achieve their goals, progress their careers, and be the best they can be.

Good News Story: Made-Well Inclusive Park Grand Opening on 5 March
Made-Well in Hatherleigh cordially invite you to celebrate the opening of their new Inclusive Community Park. A place for people of all abilities to play, learn and grow together.
The grand opening will take place at 1pm on Tuesday 5t March 2024. There will be cream teas, refreshments and a ribbon cutting ceremony.
The park equipment includes a wheelchair accessible swing, seesaw and roundabout, as well as outdoor gym equipment such as a bike, arm bike, elliptical trainer and squat. The site is fully accessible for wheelchair users and includes a Changing Places Toilet.
This project could not have happened without the support of the community and of course our sponsors, John’s Charity, The Screwfix Foundation and the Barchester Charitable Foundation.
