DCC Provider Quality Support Process update, feedback welcome until 24 November
The Provider Quality Support Process (PQSP) was introduced in January 2019 and has been instrumental in establishing a coordinated response to quality concerns related to care homes, domiciliary care services, and other unregulated care services.
Over time, with feedback and evolving needs, we recognised the necessity for a review.
Earlier in the year we embarked on a comprehensive review of the PQSP policy. The aim was to ensure it remains fit for purpose and addresses the current and future needs of care service provision. This review involved a thorough examination of the policy's practical applications, and we also actively sought feedback from stakeholders and continue to do so until 24 November.
Key Changes:

Conciseness and Clarity: We've produced a more succinct policy alongside a separate guidance document. This restructuring aims to provide clearer direction and understanding for all involved.

Threshold Level Approach: Based on practical reflections, we've introduced a simplified Threshold level approach, making it easier to determine when PQSP applies.

Decision-Based Process: Services will now be either "in" or "out" of PQSP based on clear thresholds. This eliminates the previous scale of escalation, streamlining decision-making.

Community Infection Management Service Winter Preparedness Sessions
The Community Infection Management Service (Eastern) has started providing Winter Preparedness sessions every Friday afternoon from 1.30 to 2.45pm on Teams.
The session is suitable for care home settings and contains content about acute respiratory infections, like ‘flu and COVID-19, as well as Norovirus. Infection control precautions as aspects of outbreak management are discussed in this informal session. They will run every Friday until Christmas and staff can drop in and out once they have the link; there is no limit to the number that can attend.
Please e-mail the team on: rduh.infectioncontrol-eastern@nhs.net to request the Link and come and join us for a catch-up. The team are also providing the session for small groups of staff in care homes as their capacity allows, so please email them if you would like to be considered for in-person training.

What is the Retention Hub?
The Retention Hub is a team of qualified nurses, midwives and AHPs who work across the Devon system as Legacy Mentors and Career Navigators. The team is funded by the Devon system. Their primary role is to support staff retention in specific services across Social and Health Care where there is a high retention risk, with the aim of helping to retain our highly skilled and valued workforce. This is a pilot service, and we will look to expand in the future.
What services does the Hub provide?
The Retention Hub provides individual and/or group mentoring and career coaching services to specific teams in agreement with the client organisation. This can take the form of 4-6 1:1 group sessions, which may be extended if required. The meetings are confidential unless there is a safeguarding concern.
What Is a Legacy Mentor and Career Navigator?
Legacy Mentors are skilled practitioners with a number of years’ service in their chosen profession. They provide coaching and mentoring support to staff at all stages of their career, including our internationally recruited colleagues. Our Career Navigator is a skilled practitioner with career coaching skills, who provides individual and group career coaching to staff at any point in their career. The Career Navigator will also support the development of different career pathways across the Integrated Care System (ICS) by working with Trusts and Care Providers.
How Do We Access the Service?
The Retention Hub will agree which teams it will work with in your organisation. This helps to focus the mentoring and coaching where it will best support the staff. You can access the service directly or your line manager can do this on your behalf. The link to the form is here https://forms.office.com/e/BJXWXb52y9
What next?
You will then be matched with a legacy mentor or our career navigator, depending on the identified need. The coaching and mentoring meetings are carried out one to one in a quiet location at your place of work or off site. They would usually be face to face but can be remote if preferred. You would be expected to play an active role in moving forward with your plans, supported by your mentor/coach.
The Retention Hub will measure the impact of its work with organisations in several ways. These include:
- The numbers of people who received coaching and mentoring
- What difference this has made to them at an individual level
- The impact this has had on retention in the teams where mentoring and coaching activity has taken place
- Key retention related themes.

Good News Story - Assist Teignbridge receives King’s Award for Voluntary Service
Assist Teignbridge has been awarded the King’s Award for Voluntary Service, along with other organisations across the UK. This is the highest award given to local volunteer groups in recognition of outstanding community service.

Art Workshop at Heanton Nursing Home Inspires Creativity and Honors Remembrance Day
Residents at Heanton Nursing Home in Barnstaple, who are fondly referred to as family members, engaged in a heartwarming art workshop, organised by the team, as they commemorated Remembrance Day by creating vibrant poppy-shaped paper paintings as part of a mosaic. The workshop, brought joy, creativity, and a sense of shared remembrance to the family members. The poppy-shaped paper paintings served as a unique way of self-expression, allowing family members to explore their creativity while honoring the heartfelt occasion of Remembrance Day.
Art therapy is not about creating masterpieces but rather about the process and the emotional journey it takes our family members on. Through painting, drawing or even sculpting our family members can unlock hidden memories and express their thoughts and feelings.
A team member at Heanton said, "The art workshop was a beautiful and uplifting experience for everyone involved. It provided an opportunity for family members to express themselves artistically"
Heanton Nursing Home is a nursing home based in Barnstaple, North Devon. It’s approach to life recognises the values, beliefs and identity of each person. New Apprenticeship Levy Transfer pledge for Social Care, Education and Childcare in Devon
Devon County Council have opened a new Apprenticeship Levy Transfer Pledge for the remainder of 2023/2024.
We have pledged £90,000 for Care, Education and Childcare employers to access for apprenticeship funding. Interested parties can apply here: Transfer fund details for Devon County Council (K8G649) (manage-apprenticeships.service.gov.uk)
