Care Provider Locality Forums stood down
Following our review of provider survey feedback and in the light of falling attendance stat, we are standing down November’s All Markets Care Provider Locality Forums.
We appreciate that providers will want to ensure the ability to link with Ops/Health will continue, so please be assured that the opportunity to meet with your Assistant Directors will still be available through the Sector Forums. We will be able to share more information on this in the very near future as the arrangements are made for dates into 2024.
The Sector Forums are held monthly for Care Homes, Personal Care and Housing with Support/Unregulated Care. Dates are held on the PEN website here. If you would like further support to access this information please contact the socialcarebusinessrelations-mailbox@devon.gov.uk
Please note that both The Sector (market specific) and also The PEN Strategic (all markets) Forums will continue, and we would welcome your attendance and participation in proposals for agenda items.
We thank all of you who have taken the time to complete the survey and attended The All Market Locality Forums to date. We hope that the streamlining of meetings will support more providers to attend the remaining forums, and to continue the positive collaboration work.
International Recruitment Update and Survey
International Recruitment is making an important contribution to the sufficiency of the workforce and of adult social care markets. It brings with it some new opportunities but also some challenges for us to address together.
A new regional support programme, led by South West Councils and SWADASS, is moving into implementation including a range of actions led by a Devon System Project Group which includes Guy Mathews from DISCA (spell out) and Lucy Bull from Devon Care Homes Collaborative.
Please note the survey and covering letter below which will help us to make sure that our action plan develops in a way that will support you and your staff. The survey is very short and we would ask that if you have a license to recruit international workers, or are thinking of getting one, that you fill it out as soon as possible.
The survey will remain open for 6 weeks but we’d welcome earliest possible data to help us act quickly to direct the resources we have to best effect. The grant that we have secured only applies until the end of March so we need to act now to make a difference over the coming months.

Autumn/Winter Vaccination Programme
Most eligible care settings have now been contacted and visited and those eligible who have consented have now received their Covid-19 and/or Flu Vaccination.
If there are any care home residents that are not registered with a local GP practice/ are a new resident to the setting or missed the care home visit due to being in hospital/feeling unwell, please can these residents be flagged to the Devon Vaccination Support Team, and where possible a further visit can be scheduled : d-icb.devonvaccinationsupport@nhs.net
The Capacity Tracker now has additional fields added to include COVID-19 and Flu vaccines for both staff and service users, please can we kindly remind settings that these sections are mandated therefore where information is known please can we request that these sections are completed to reflect the numbers vaccinated.

New Apprenticeship Levy Transfer pledge for Social Care, Education and Childcare in Devon
Devon County Council have opened a new Apprenticeship Levy Transfer Pledge for the remainder of 2023/2024.
We have pledged £90,000 for Care, Education and Childcare employers to access for apprenticeship funding. Interested parties can apply here: Transfer fund details for Devon County Council (K8G649) (manage-apprenticeships.service.gov.uk)

Reminder: NHS-Funded Nursing Care Survey (Residential Nursing Care Providers only) now live on Capacity Tracker
DHSC is currently in the process of setting the 2024-2025 rate for funded nursing care (FNC). This is being informed by a one-off cost collection exercise, run via Capacity Tracker. DHSC did a similar exercise with residential nursing care providers in 2021. The NHS-FNC survey is non-mandatory, but it would be great if as many providers as possible could complete this. The survey went live on Wed 25 October and will be open until 15 November 2023.
DHSC want to ensure they have the most recent & accurate data available when calculating the national rate (given wider inflationary pressures).
FNC Funding is provided by the NHS to residential nursing care providers to support the provision of nursing care.
DHSC sets the national FNC rate which dictates the amount the NHS pays care homes delivering FNC. This is paid per resident, per week.
